우주활동의 장기 지속가능성에 관한 소고

국문 초록 (Abstract)

국제연합 우주의평화적이용위원회(UN COPUOS)는 과학기술소위원회에서 ‘우주활동의 장기 지속가능성’ 에 관한 의제를 논의중이다. 과학기술소위원회는 워킹그룹을 구성하여 ‘우주활동의 장기지속가능성에 관한 가이드라인’을 수립 중에 있다. 그러나 이 가이드라인은 과학기술소위원회에서 이미 성공적으로 합의를 이끌어낸 우주폐기물 경감 가이드라인(2007)이나 우주에서 원자력 동력원 사용에 관한 안전 프레임워크(2009)와 같이 법적 구속력을 갖지 못할 뿐만 아니라, 몇몇 용어의 개념 상에도 논란의 여지가 있다. 본 논문에서는 UN COPUOS 과학기술소위원회에서 논의 중인 우주활동의 지속가능성에 관한 가이드라인의 배경과 법적 성격을 먼저 살펴보고, UN GGE 보고서와 우주활동국제행동규범과 비교함으로써 동 가이드라인의 내용을 검토한다.

다국어 초록 (Multilingual Abstract)

UN COPUOS is under discussion in the agenda item of long-term sustainability of outer space activities at the science and technology subcommittee. The Working Group established under the subcommittee has been preparing the guidelines on the long-term sustainability of outer space activities. However, the guidelines do not have legally binding in International Governance such as UN Space Debris Mitigation Guidelines(2007) and Safety Framework for Nuclear Power Source Application in Outer Space(2009) that led to consensus among all member states in the subcommittee, and it is also open to dispute about the meaning of some norms therein. This paper will examine the background and the legal nature of guidelines on the long-term sustainability of outer space activities and review the main contents of the guidelines on by comparing with UN GGE report and International Code of Conduct for Outer Space Activities.
