개방⋅통합형 대테러시스템의 특성에 관한 연구: 개념적 구성 요인을 중심으로 = A Study on the Characteristics of an Open-Integrated Counter-terrorism System: Focused on Conceptual Components

How will Korea design an organic, open and integrated counter-terrorism system in terms of its counter-terrorism policy? Can such an open/integrated anti-terrorism system be able to respond immediately to new risks and demonstrate organizational power capable of solving problems centered on the field? Can this be based on a counter-terrorism system through functional and organic roles? etc. is an important issue.
The purpose of this study is to derive and verify the conceptual components of an open and integrated anti-terrorism system, which can be important characteristics of future anti-terrorism systems, and to discuss them. To this end, the current status and actuality of the anti-terrorism system in Korea and the usefulness of the anti-terrorism system are checked, and a questionnaire on the conceptual components of the characteristics of the open and integrated system for the anti-terrorism system is prepared through literature analysis to determine the theoretical basis of the open and integrated system. and conduct empirical research to derive conceptual components through the perceptions of counter-terrorism-related agencies.
Through this study, the open and integrated conceptual components of the anti-terrorism system responding to the external environment and organization were derived, the characteristics and concepts of the open/integrated anti-terrorism system were embodied, and the conceptual distinction between the open and the integrated type was clarified.

국문 초록 (Abstract)

우리나라는 대테러정책상 유기적이며, 개방적이고 통합적인 대테러시스템을 어떻게 설계할 것인가? 이러한 개방･통합형 대테러시스템은 새로운 위험 발생에 즉각적으로 대응할 수 있으며, 현장 중심의 문제해결 능력이 가능한 조직력을 발휘할 수있는가? 이는 기능적이고 유기적인 역할을 통한 대테러시스템에 입각할 수 있는가? 등이 중요한 문제이다.
본 연구는 향후 대테러시스템의 중요한 특성이 될 수 있는 개방 및 통합형 대테러시스템의 개념적 구성 요인을 도출하고 검증하여 이와 관련한 논의를 하고자 하는데 목적이 있다. 이를 위해 우리나라 대테러체계의 현황 및 실제와 대테러시스템의유용성을 확인하고, 문헌분석을 통해 대테러시스템을 위한 개방･통합형 시스템 특성의 개념적 구성 요인에 관한 설문을 작성하여 개방･통합 시스템의 이론적 준거를파악하고, 대테러 관계기관 실무자들의 인식을 통하여 개념적 구성 요인 도출을 위한 실증 연구를 수행하고자 한다.
본 연구를 통해 외부 환경 및 조직에 대응하는 대테러시스템의 개방적이고 통합적인 개념적 구성 요인을 도출하여 개방･통합형 대테러시스템의 특성과 개념을 구체화하고, 개방형과 통합형의 개념적 구별을 명확화하였다.
