    Despite the legal changes in maternity protection laws and their practices, the employment of female workers has been limited and the low birth rate has not been improved. For the solutions to these problems, in the first place, feminists" insistences against maternity right, labor right, and patriarchal factors in national welfare will be examined in this article. Secondly, main issues related with institutions for maternity protection and working mother support will be also reviewed and discussed. In the final analysis, a few ideas and plans for improving institutions to socialize the expenses that are actual enough to be practiced will be suggested with the focus on maternity leave, which has been one of the hottest issues currently.
