      The purpose of this paper is to examine the outline of the Tax-carrier sinking(漕運船 致敗) in Pyeongshinjin(平薪鎭), Gongchungdo(公忠道) in the late Joseon Dynasty, and the local-central reporting and processing system through documents.
      On February 19, 1867, Tax-cariier who was defeated in Gaepo(介浦), Changtaek-myeon(倉宅面), Pyeongsinjin, Gongchungdo, was scheduled to move to Hanyang with 286 Seok of Onyang-gun’s grain, but lost all and sink due to unexpected wind and waves. In response, Jeon Jung-min, who was responsible for the escort of tax-cariier, hurried to the place and settled the situation for 15 days. When the situation was resolved, Jeon Jung-min began to question the people involved, and as a result, six people, including Lee Ju-hyun, who was on board the ship, were called to the government office to state the circumstances of the sinking. At the end of the statement, Jeon Jung-min wrote a summary containing the details of the statement and his opinion and reported it to Lee Ji-jeong, the admiral of Gongchungdo. After examining the contents, Lee Ji-jeong ordered Jeon Jung-min to deal with the case afterwards. Later, he reported the whole story of the incident and the contents of his own disposition to the Gongchungdo governor, and wrote the same information and reported it to the king.
      In Lee Ji-jeong’s report, there was a written statement by those involved in the case, and a report by the Jeon Jung-min’s summary. The contents of each document were included in the Lee Ji-jeong’s report, so that the full story of the incident could be known in detail from King, who was in charge of the actual affairs with the final disposer. By looking at this set of processes, we can identify of the multidisciplinary reporting-processing system from the lower to upper organizations.
