서울시 북촌 역사환경 보전정책의 경제적 파급효과 분석 : 한옥보전프로그램을 중심으로 = The economic effect of the ‘Bukchon’ historic conservation policy of Seoul City : focusing on the Korean-style house conservation program

국문 초록 (Abstract)

북촌은 서울의 대표적인 한옥주거지로 1976년에 민속경관지구로 지정된 것을 시작으로 2010년 ‘북촌 제1종 지구단위계획’ 등으로 관리하고 있는 역사문화환경이 잘 보전되어 있는 지역이다. 본 연구는 서울시의 북촌 역사환경 보전정책과 이에 따른 사업들이 갖는 경제적 효과를 분석하고자 하였다. 이를 위해 한옥보전과 관련된 산업(주택건축, 비주택건축, 건축보수, 교통시설건설, 부동산, 연구기관, 공공행정 및 국방)을 선정하고, 서울시에서 2001년부터 2012년까지 북촌 한옥보전을 위해 실제 집행한 사업 금액 약 695억 원 중 한옥 보전과 관련된 사업비와 이와 더불어 유발된 민간투자금액을 대상으로 산업연관분석을 실시하였다. 이를 위하여 2005년 지역산업연관표를 사용하였다. 분석결과 서울시의 북촌 한옥보전정책은 서울지역에서 총 165,836백만 원의 경제적 파급효과(생산유발효과, 소득유발효과의 합)를 가져왔으며, 1,660명의 고용효과를 유발한 것으로 분석되었다. 또한 타 지역(인천,경기)에는 총 212,892백만 원의 생산 및 소득을 유발하였으며, 약 3,302명의 고용효과를 유발한 것으로 분석되었다.

다국어 초록 (Multilingual Abstract)

The Bukchon is the area where historical culture environment managed with the ‘2010 Bukchon je il jong jigudanwigyehoik(bukchon district plan)’ is well preserved beginning with a designation in 1976 as the folklore scenic beauty conservation zone as Seoul's representative Korean-style habitation site.
About ‘Why Conserve?’ the answer is that it is many but, Michael Ross organizes this with three reasons. The first was the archeological/historical reason, the second was the artistic/aesthetic reason and thirdly it was the social reason.
In addition to this, American Donovan D. Rypkema insists the historic preservation the reason that the creates the economic profit. If it looked at in the American case, the historic preservation was contributed in vitalizing the local economy. This was proved through the research of the Donovan D. Rypkema (1996, 2005).
However, in our country, the research on the economic ripple effect of the Korean-style house maintenance policy is confined to the valuation methodology about the qualitative economic value.
This research tried to analyze the economical effect of Seoul City Bukchon Korean-style house conservation policy. For this purpose, the industry related to the Korean-style house conservation were selected(the housing construction, non-residential construction, building maintenance, transportation facility construction, real estate, research institute, and public administration and national defense).
The Regional input-output analysis was performed for the operating expense and relating to the Han-Ok maintenance among the budget cost which injected from 2001 for the Bukchon history protection of the environment by the year 2012 and which it executes actually about 69.5 billion won in Seoul City furthermore, caused private investment cost.
For this, the 2005 regional input-output table was used. The Bukchon Korean-style house maintenance policy of the analyzed result Seoul City caused the economic ripple effect (sum total of the production inducing effect and the income and value-added inducement effect) of the total of 165,836 million won.
Also, it was analyzed to induce 1,660 employment effects in the area. In addition, in the other area, the production of the total of 212,892 billion won and income was induced. And it was analyzed to induce about 3,302 people of employment effect.
