This paper mention that marine environment of the world changed a lot, the contents of the book (S23) should be also changed in order to match it, This paper had divided into three parts, First, the paper suggest that, as a result of the research during that time the east sea/the Japan Sea should be recorded simultaneously in accordance with IHO`s resolution until a name is decided. Second, Transcription of names and limits, and authorities to be consulted thereon. It is agreed that generally the literal transcription and not the phonetically is to be adopted. It is agreed that for countries and islands that have not an official method of transcription the transcription as adopted by the controlling power should be used. It is agreed that, in the case of those countries using characters other than Roman, the international Hydrographic Bureau, when formed, should as soon as possible prepare an international system of transliteration and transcription of names. Third, this study argue that the name of the east sea should be properly recorded even for the save navigation sailing in this region and for the peace of mankind.
