This study aims to derive priority improvement measures for revitalizing the land compensation system and propose practical solutions. To achieve this, in-depth focus group interviews were conducted with 40 experts, presenting 15 institutional alternatives. The priorities for revitalization were analyzed using the Analytic Hierarchy Process (AHP) technique.
The results reveal that, at the Level 1 dimension, the priority areas are system improvement, tax reform, development methods, effectiveness enhancement, and indigenous participation. Furthermore, the top five measures based on comprehensive weight rankings are as follows: relaxation of resale restrictions ranked highest, followed by the establishment of a loan guarantee system, expansion of capital gains tax reduction, promotion of in-kind contribution development, and deferral of capital gains tax. The key activation measures derived from these findings include: the rapid implementation of relaxation of resale restrictions; the issuance of guarantee certificates, akin to trust beneficiary certificates, by project implementers to allow recipients of land compensation rights to secure loans for living expenses before land supply; the extension and broadening of capital gains tax reduction benefits; the activation of land development Real Estate Investment Trusts (REITs); and the introduction of new regulations for deferring transfer taxes.
