    This study aims to reconceptualize the structural limitations of regional tourism from an experience-centered perspective amid the crisis of regional extinction driven by metropolitan concentration and demographic decline, and to develop a strategic diagnostic and planning framework applicable to local government policy design. It originates from a critical assessment of existing tourism policies that have prioritized quantitative indicators—such as infrastructure expansion and visitor numbers—resulting in content homogenization and limited linkages to extended stays and increased tourism expenditure. Methodologically, the study adopts a theoretical and policy-oriented research design that synthesizes prior literature and policy documents on regional extinction, the living population concept, the experience economy, and tourist behavior. Based on this comprehensive review, it proposes a conceptual analytical framework structuring regional tourism resources into four interrelated dimensions: Sight–Experience–Taste–People (觀·體·味·人) Framework. Sight refers to the visual and aesthetic reconstruction of landscape and placeness; Experience denotes the design of participatory and immersive experiences; Taste signifies the valorization of local food culture as a strategic asset; and People encompasses the construction of relational networks and hospitality among residents, interpreters, and tourists. The findings suggest that an integrated reconfiguration of these four dimensions enhances the quality of tourism experiences, increases length of stay, tourism expenditure, and revisit intention, and thereby contributes to the expansion of the living population and regional economic revitalization. In particular, the study identifies a strategy of selective concentration—prioritizing region-specific core strengths—as a critical mechanism for ensuring both fiscal efficiency and long-term sustainability in regional tourism development.
