정당의 인터넷 운영에 관한 연구 = (A) Study on the Use of Internet By Political Parties

국문 초록 (Abstract)

‘인터넷’-시간적, 공간적 제약이 극복된 사이버 세상의 실현은 분명 혁명적이다. 이미 많은 사람들이 시?공간의 제약 없이 지구 반대편에 있는 사람들과 실시간으로 대화를 나누고, 크고 작은 거래를 진행하고 있다. 생산기술의 변화로 인한 산업혁명이 우리의 삶의 질을 향상시키는 계기가 됐다면 세계 인류를 동시에 하나로 묶어 주는 역할을 하고 있는 인터넷은 가히 디지털혁명이라 할 수 있다. 특히 단순히 경제 분야를 넘어서 사회 전반에 걸친 막대한 파급효과는 그 간의 우리의 삶의 양태를 송두리째 뒤흔들고 있다. 특히 인터넷이란 도구가 이미 시간과 공간 그리고 속도의 개념을 바꾸며 인류의 존재 양식 그 자체를 변화시키고 있다.
인터넷의 장점은 과거의 어느 매체에서도 할 수 없었던 양방향성과 다양성을 성공적으로 수행할 수 있다는 특성이다. 이러한 인터넷의 강점이 정치와 결합된다면 보다 심층적이고 구체적인 정보가 유권자와 정치인 사이에서 양방향으로 제공될 수 있으며 선거과정에 효과적으로 활용되는 것은 물론 국민이 단순한 납세자로서가 아니라 일반회사의 주주처럼 국정운영에 참여할 수 있게 될 것이다.
지금 세계는 인터넷과 접목된 정치의 흐름이 확산되어가고 있다. 그러나 우리나라에서는 각 정당이 인터넷을 주로 단순한 홍보 수단으로 사용하고 있다. 이러한 근본 원인은 우리나라 정당의 구조와 밀접하게 연관되어 있다.
우리나라 정당의 홈페이지가 인터넷의 장점인 ‘다양성과 쌍방향성’을 충분히 활용하지 못하고 일방적인 주장의 전달과 정당의 홍보에 집중하고 있는 이유는 각 정당의 1인 지배 체제, 지지기반의 지역적 편향성, 정당 운영의 비민주성에서 원인을 찾을 수 있다.
미국에서 ‘E-Politics’를 하는 주된 이유는 인터넷을 통해서 정치와 유권자간에 유기적인 관계를 형성하는데 있다. 인터넷을 통해서 정치인들이 내놓는 정책, 노선, 이념 등에 대해 유권자들이 실시간으로 피드백(Feedback)할 수 있다.
정치 인터넷 커뮤니티의 생명은 피드백이다. 그리고 원활한 피드백을 위해서는 유권자의 정치 참여를 열어 줄 수 있는 공간이 있어야 한다. 그러나 우리의 정치현실은 단지 게시판만이 개방되어 있으며, 그 공간조차도 피드백이 안 되는 일방적인 자기주장의 장(場)일 뿐이다.
인터넷 정치의 의미는 정당의 민주화를 이룩하고 저비용 고효율의 정치를 극복하는데 있다. 모든 당원들의 정당 운영참여, 조직 선거의 근본 원인인 선거 조직의 슬림(Slim)화, 선거 비용의 대폭적인 축소 등이 인터넷 정치의 목적이라 할 수 있다.
인터넷 정치 구조는 소수의 인원만이 정당 운영에 참여하는 기존 정당의 구조를 모든 당원들과 더 나아가서는 모든 국민들의 정치 참여가 가능하게 하는 구조로 만드는 것이다. 또한 기존 선거의 천문학적인 선거 자금사용을 탈피하여 최소의 비용으로 선거캠페인을 전개하고 정당을 운영할 수 있게 함으로서 광범위한 국민의 정치참여를 가능하게 할 수 있다.

다국어 초록 (Multilingual Abstract)

Realization of cyber-world, Internet, where there are no limits of the time and space is revolutionary without a doubt. It is common nowadays that people in different countries of the world communicate on a real time basis without limit on time and space and do business. If the quality of our lives are improved due to the development of production technology and industrial revolution, Internet which binds the world into one is a digital revolution without a doubt. In particular, its effect throughout the world at large over the economy is considerable, shaking the pattern of our lives. Internet is changing our concept on the time, space and speed as well as the mode of our lives.
One of the special characteristics of Internet is that it successfully carries out interactive and various tasks that was not possible by any other types of media in the past. If such advantage of Internet is combined with politics, more detailed and in-depth information will be provided to the voters and politicians to be effectively utilized in the course of election, consequently providing voters with opportunities to participate in the government administration affairs not as tax payers but as shareholders of corporations.
Politicians and political parties of advanced countries effectively utilize Internet for their political activities, and this trend is rapidly on the rise. However, politicians and political parties in Korea use it for advertisement and promotional purposes only. And, the reason of this is closely related to the structure of political parties in Korea.
The reasons why the Internet home pages of political parties in Korea cannot fully utilize "variation and interaction" but focus on the promotion of their parties and delivery of their opinion are because of the control system of each political party by one person, regional tendency of supporting base and undemocratic tendency in management of political parties.
The major purpose of ‘E-Politics’ in the USA is to maintain organic relationship between politicians and voters through Internet. Through the Internet, voters provide feedback to the politicians' policies, political lines and ideologies on a real time basis.
The core part of the political Internet community is feedback. And a space where voters can participate in the politics is necessary for effective feedback. However, in Korea, political parties only open their bulletin boards to the public and no feedbacks are provided but only self-assertions predominate the space.
The intension of E-politics is democratization of political parties and realization of efficient political systems. Through this, all party members can participate in the activities of their parties, slim their election bodies and reduce the expenses related to the election.
Unlike the conventional political parties where only limited number of people participate for the adminstration of the parties, E-politics enables all members of the parties, and more extensively, all voters to participate in the political activities. Through E-politics, political parties do not have to spend astronomical amount for political campaign and administration of political parties, allowing all voters to participate in the politics.
