제노포비아 현상에 관한 연구

국문 초록 (Abstract)

체류하는 이주민이 급증함에 따라 한국인들은 주변에서 쉽게 이주민을 접할 수 있다. 정부의 다문화정책과 경제 상황, 개인적인 문제들이 맞물려 한국사회의 한국인들의 제노포비아적 성향을 부추기고 있다. 이주민과의 관계에 따라 이러한 제노포비아적 성향이 심화되어 나타나기도 한다. 한국인의 제노포비아적 성향은 다음과 같이 분석될 수 있다.
첫째, 한국인은 특정 국가/민족에 대한 강한 반감을 가지고 있다. 모든 이주민에 대한 성향이라기보다는 특정 국가/민족에 대한 거부감이 존재한다. 둘째, 강한 민족주의 성향 또한 이주민에 대한 반감으로 작용하기도 한다. 셋째, 정부의 다문화정책이 오히려 이러한 성향을 부추기기도 한다. 넷째, 이주민 집중거주지에서 제노포비아적 성향이 심화되어 나타난다.
현재 서울시가 시행하고 있는 교실로 찾아가는 다문화 이해교육을 활성화 시키고 질적 변화를 시도해야 할 필요성이 있다. 또한 이주민 정책 중 한국인을 대상으로 하는 프로그램은 극히 일부이며 제한적이다. 익숙하고 낯선 다른 문화를 접하는 것도 물론 중요하지만 더 나아가 공동체의 다양한 구성원을 인정하고 ‘소수자’를 향한 열린 사고방식을 가질 수 있는 교육이야말로 다문화 이해교육의 본질이라 할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

As the foreign population in Korea soars, Koreans welcome foreign newcomers with open arms. Apart from the governments multicultural policy and the stable economic situation, there are personal issues fueling the tendency of Koreans in Korea toward xenophobic social engagement. These xenophobic tendencies are deepening as the number of foreign increases.

Koreans with xenophobic tendencies can be analyzed as follows:
First, they have a strong aversion to a particular country. There is resistance to certain countries or ethnicities rather than a tendency to hate all foreigners. Second, strong nationalist tendencies may also stimulate antipathy to foreigners.
Third, xenophobia also feeds into the cultural policy of the government rather these nationalistic tendencies. Fourth, xenophobia focused on foreign residents appears to have deepened.
Understanding Multicultural Education with Classroom Visits
Currently there is a need in Seoul to enable education in multicultural understanding and implement classrooms for qualitative change. In addition, the program for Koreans on foreign policy is very limited.
Multicultural education can develop a mindset towards ‘minorities’ by encouraging familiarity, of course, and it is important to have contact with other cultures, but a stranger recognizes the various members of the community and further education is required.
