한국 모금기관의 투명성에 관한 탐색적 연구 = 웹 정보공개를 중심으로

국문 초록 (Abstract)

본 연구에서는 한국의 기부문화를 선도하는 주요 모금기관 15개를 선정하여 웹 사이트에 공개된 정보를 중심으로 투명성 정도를 파악하였다. 웹 공개정보의 투명성 측정을 위해 선행연구의 투명성 기준들을 참조하여 본 연구의 조사지표를 구성하였으며, 이를 활용해 정보공개 정도, 정보접근성, 정보완전성을 분석하였다. 분석 결과, 주요 모금기관들의 웹 정보공개는 ‘장식적’ 전략에 해당하는 일방적 성격의 홍보성 공개가 주되며, 이해당사자들이 필요로 하는 조직 내부에 관한 정보의 공개는 미흡한 것으로 나타났다. 이러한 분석 결과가 시사하는 것은, 향후 한국 모금기관들의 정보공개가 이해관계자들의 참여를 촉진하는 ‘정보전달적’, "관계적" 특성이 좀 더 강화되는 방향으로 개선되어야 한다는 것이다.

다국어 초록 (Multilingual Abstract)

This study tried to identify the degree of transparency focused on the information published on the websites by selecting 15 main fundraising organizations which lead the donation culture in Korea. For measuring the transparency, this study configured the criteria for transparency as indicators, examined whether the information was opened by this criteria and analyzed how easy the access to publicly available information was, and whether the contents of the information were substantial. As a result, in information disclosure on the websites of the institutions, one-sided nature of public relations corresponding to ‘decorative’ strategies was main, the disclosure of the organizations’ internal information that stake-holders in the organizations needed appeared unsatisfactorily. These results suggest that information disclosure needs to be improved at the level of the role of information transfer beyond the level of general publicity and interactive and communicative information disclosure.
