This study analyzes the differences in class size and the teacher-pupil ratio across 180 school districts and 224 cities, counties and wards, and analyzes the changes of them from 1999 to 2003 by utilizing school data. The results indicate that there are very large differences in those school conditions across schools districts and local areas, and that the class size has been reduced in Seoul metropolitan area and big cities where the number of student grow very fast. The growth rates of student number, one key factor that determines the size of class size reduction project, greatly differ across area in four year period.
This study also analyzes the expenditures of 16 provincial educational budget from 1998 to 2002. About 60 percentage of the school budget, after salary and administration expenses are excluded, has been spent on facility building and land aquisition, which is closely related to the growth rate of the number of students. The study suggests that, to improve the equality of educational budget, the more reasonable scheme for school land aquisition and the distribution of expenses for school facilities and the land is needed.
