    Using the ODA data from 2006 to 2016, this paper analyzes how ODA affects the comparative advantage as production base. Since the comparative advantage of a production base is determined by various factors such as the economic, institutional environment and labor cost of a country, it is virtually impossible to measure the comparative advantage as a production base by reflecting all those factors. In this paper, we obtain RRCA index to measure comparative advantage as a production base by using the import of intermediate goods for each country at industry-level.
    Then, we empirically analyze the effect of ODA on the RRCA index of the recipient countries. Our paper shows that ODA play a role of increasing the comparative advantage as a production base of the recipient country, confirming that ODA can increase the utilization as a production base.
    Considering the fact that China is promoting industrial advancement through the way of producing intermediate goods by themselves rather than the act as the role of production base in the global production network, our result provides a implication to ODA policy in Korean government.
