수도권 규제 정책 효과 분석 : 공장총량제를 중심으로 = Analysis of Seoul Metropolitan Regulatory Policy Effects: Focused on Factory Location Limit System

국문 초록 (Abstract)

본 연구는 수도권 인구과밀의 해소와 국토의 균형발전이라는 정책 목적에 비추어 정책 효과가 나타나고 있는가를 분석하였다. 이를 위해 공장입지에 대한 설문을 통하여 기업의 인식을 분석하였고 인구 변화, 그리고 SIC code에 의한 업종별 변화를 통해 수도권 공장총량제의 정책효과를 분석하였다.
분석결과 공장총량제는 정책목적인 수도권 인구집중해소와 균형발전이라는 결과적 측면에서 볼 때에 효과가 크지 않음을 알 수 있었다. 설문 분석결과 기업의 이전에 있어서 가장 중요한 요소는 ‘입지’ 문제였다. 설문의 답변에서 공장총량제의 영향성을 알 수 있었으나 정책 입안 당시의 가정과 실제 기업의 움직임과는 차이가 있어 공장총량제에 대한 기업의 정책 수용성이 떨어지는 것으로 나타났다. 분석에 따르면 수도권의 제조업 수 및 종사자 수 비중은 공장총량제 규제 후에도 약간 상승하였다. 제조업체 수 및 종사자 수 업종별 분석에서 전자부품, 영상, 음향 및 통신 같은 엔터테인먼트 관련 산업은 상승세를 보였고 석유화학 등 중화학 산업은 감소추세를 보였다. 이를 토대로 공장총량제 접근에 있어 업종별로 규제를 다양화 하는 새로운 정책지향점을 고려해 볼 수 있다. 추후 업종별로 왜 차이를 보이는지에 대한 연구가 필요하겠고 정부는 이에 대한 관심을 기울여야 한다.

다국어 초록 (Multilingual Abstract)

This study explores the influence of factory location limit system which has two goals, population dispersion of Seoul metropolitan and balanced development between Seoul metropolitan area and non-Seoul metropolitan area.
In order to analyze the effect of the policy, this paper did literature reviews and quantitative analysis using statistical time series data. Also it uncovers micro effect on 23 fields of manufacturing industry divided by SIC code.
The result shows that the factory location limit system of Seoul metropolitan has a little effect not only on population dispersion but also balanced development between Seoul metropolitan and non-Seoul metropolitan. The main reason of a little policy effect about population dispersion is caused by changed industrial structure from labor-intensive industries to capital-intensive industries. The reason of lack of effect about balanced development between Seoul metropolitan and non-Seoul metropolitan is mainly caused by factories' move to not outside jurisdiction but within same jurisdiction.
