Is Deregulation passe in Korea? Recently, in the strong populist mood in and outside, a new type of regulations continues to come out on stream. In the face of presidential election at the year-end and in the name of economic democratization, for instance, the ruling and opposition parties alike are busy in making campaign pledges that they would revive and strengthen regulations on big business. At the heart of this regulatory policy wrangles lies the public-interest versus private-interest interpretation of the origins of regulation and deregulation. Through a critical review of the theories concerned, and keeping the ongoing debate in mind, this article seeks to provide a perspective on this critically important policy debate.
