This paper summarizes porofessor Jeon Kwang-seok's theory of government structure in the following order.
First, it explains the professor's theory of the constitution and the people. This is in regarded that the emergence of the modern constitution is accompanied by national sovereignty.
Second, the universality of the constitution appears to be the fundamental norm of all citizens. This means that the constitution applies to all areas of the state and society. This paper explains the professor's theory about how the constitution is realized in the relationship between the state and society.
Third, the professor's theory on state power is explained. This is based on the theory of the constitution and the people, the state, and society described above. At the same time, it summarizes how constitutional theory of democracy, rule of law, and welfare state principles are realized through state power and what limitations they have.
