The old people in Korea who are over 65 receive the transportation allowances and take subways for nothing. Considering cases of Daegu City, the transportation allowances for the aged cover about 45 % of the welfare budget for them in 2005, so that the local government has a lot of difficulties in enforcing welfare policies for them due to the shortage of the welfare budget. This situation will get worse.
Therefore, this study aims at searching for improvement methods of such problems.
In a survey for the old people who live in Daegu City, about 55% of the answerers complain about the support system of the aged’s use of the transportation means and so approximately 69% say they want improvements. 74% agree with the discount system in the long term while 67% want the differential support system according to the conditions and agree with the raise of the benefited age level in the short term.
In this study, we are trying to find the improvements of the welfare law for the aged. We have to consider the introduction of the discount system, the differential support, and the raise of the benefited age level.
