교통 네트워크는 고속도로와 같은 연속류와 도심 내 도로인 단속류로 구분되지만, 하나의 경로 안에서 연결되고 있다. 이러한 연계 통행의 증가는 해당 경로를 구성하는 개별 링크의 혼잡을 가중시키고, 결과적으로 연속류와 단속류 환경에서 혼잡이 발생하고 심화되는 문제를 야기할 수 있다. 기존 도로용량편람 기준은 연속류와 단속류에서 서로 다른 평가 기준을 적용하고 있어 통합적 관리가 어려운 상황이다. 또한 기존 혼잡지표들은 주로 사후 대응에만 초점을 맞춰 교통와해나 사전징후를 반영하지 못한다. 최근에는 단속류 환경에서도 속도와 교통량 데이터를 활용한 혼잡 분석 및 예측연구가 활발히 이루어지고 있으며, 이는 기존 연속류 분석에서 사용되던 변수들이 단속류 환경에서도 활용이 가능함을 시사하며, 이러한 변화는 교통혼잡 판단에 있어 통합적인 분석체계로 확장될 가능성이 있다. 따라서 연속류 및 단속류를 고려하며 혼잡 발생 이전 단계의 징후를 포착할 수 있는 통합적 지표를 개발하고 이를 바탕으로 데이터 기반 예측 모델을 구축하여 지표의 활용성을 확보하는 것이 필요하다.
본 연구는 연속류와 단속류의 특성을 고려한 새로운 교통혼잡 지표를 제안하고 이를 활용한 예측 모델 개발을 목표로 설정하였다. 연구를 위해 국내외 교통혼잡의 정의를 검토하여 본 연구 목적에 맞는 교통혼잡을 정의하였다. 또한 기존 이동성 및 혼잡지표 문헌 검토를 통해 기존 지표의 한계점과 개선 사항을 제안 지표에 반영하였다. 입력 변수로는 속도와 교통류율을 선정하여, 도로 별 혼잡 체감을 반영하도록 설계하였다. 운영속도(85 Percentile Speed) 사용과 변화율 항을 통하여 원할 구간과 비정상적 감속을 구분하였으며, 이를 통해 급격한 교통량 증가나 속도 저하와 같은 혼잡 징후를 조기에 포착하고, 연속류와 단속류를 아우르는 통합 혼잡지표의 타당성을 확보하였다.
본 연구에서는 수도권 제1순환고속도로 서운JC–송파IC 구간을 대상으로 제안 지표(TSI)의 혼잡 전이 패턴을 시각화한 결과, 주요 노선 합류부에서 발생한 혼잡이 진행 방향으로 전이됨을 확인하였다. TSI, 기존 혼잡지표 및 연속류와 단속류 평가 척도 간 상관성 분석 결과, 기존 혼잡지표는 저속·저밀도 상황을 반영하지 못하는 한계가 있었다. 이에 반해 TSI는 속도 감소와 교통류 변화를 동시에 고려함으로써 기존 지표 대비 현실적으로 모사할 수 있었다. 성능검증에서는 Confusion Matrix와 K-Means Clustering을 활용하여 TSI가 기존 지표보다 재현율과 G-Mean에서 우수함을 입증하였고, 예측 모델 비교에서는 속도 단독 입력 모델보다 TSI 기반 모델이 모든 환경에서 더 높은 예측 정확도를 나타내어, TSI가 연속류와 단속류 모두에서 혼잡 탐지 및 예측의 핵심 입력 변수로서 적합함을 확인하였다.
본 연구에서 제시하는 교통혼잡 지표의 일관성과 신뢰성 확보를 위해 입력값의 기준, 수치의 해석 등에 관한 명확한 가이드라인이 필요하다. 이러한 가이드라인은 향후 지표의 정책적 의사결정이나 시스템에 적용하고자 할 때, 혼선 없이 일관된 결과를 낼 수 있는 기반이 되며 지표의 확장성 및 후속 연구의 타당성을 확보하기 위한 근거자료로 활용될 수 있다.
TSI를 활용한 GRU 기반 예측 모델의 활용성을 검증하고자 단속류 평가 척도인 지체시간을 기준으로 속도와 TSI 예측값을 비교한 결과, 속도 분석만으로는 지체 심화 시 편차 확인이 어려웠으나 TSI는 지체 증가 구간에서 함께 상승하며 실제 혼잡에 민감하게 반응함을 확인했다. 또한, 특정 구간의 분석을 통해 혼잡구간을 분류하고 예측 지표가 실제 지체보다 약 10분 일찍 상승하여 혼잡상황을 사전에 감지할 가능성을 보여주었다. 이는 제안 지표가 혼잡 발생 이전 선제적 탐지 및 이후 강도 추적이 가능하며, 실시간 교통관리를 위한 유용한 의사결정 정보를 제공할 수 있음을 시사한다.

Although a traffic network is divided into uninterrupted flow segments and interrupted flow segments, they are connected within a single route. This interconnected travel can exacerbate congestion on each constituent link of the route, ultimately causing congestion to occur and intensify in both uninterrupted flow and interrupted flow environments. In the conventional Korea Highway Capacity Manual, uninterrupted flow and interrupted flow segments are evaluated using different criteria, which makes unified management of the entire traffic network challenging. Moreover, most existing congestion metrics focus solely on post-hoc responses to established congestion and therefore fail to capture traffic breakdowns or early warning signs. Recently, congestion analysis and prediction studies leveraging speed and volume data in interrupted flow environments have proliferated, suggesting that variables traditionally applied in uninterrupted flow analysis remain valid in interrupted flow settings. This development points to the potential for extending traffic congestion assessment into an integrated analytical framework encompassing both uninterrupted flow and interrupted flow conditions. Accordingly, this study aims to develop a unified congestion index that accounts for the characteristics of both environments and can detect pre-congestion indicators at an early stage, and to build a data-driven prediction model based on this index to ensure its practical applicability.
This study aims to develop a congestion index that captures the distinct characteristics of both uninterrupted flow and interrupted flow environments and to build a predictive model based on this index. First, we reviewed domestic and international definitions of traffic congestion to establish a framework tailored to our research objectives. We then examined existing mobility and congestion metrics, identified their limitations, and incorporated targeted improvements into the proposed index. Speed and flow rate were selected as input variables to accurately reflect perceived congestion on each road segment. By integrating 85th percentile speed and change rate terms, we clearly distinguished between normal flow and deceleration conditions, enabling early detection of congestion indicators such as abrupt increases in flow or drops in speed. Through this approach, we validated the applicability of a unified congestion index that encompasses both uninterrupted flow and interrupted flow scenarios.
In this study, we visualized congestion propagation patterns using the proposed Traffic Flow and Speed Congestion Index (TSI) on the Seoul Ring Expressway and analyzed its correlation with conventional congestion metrics and uninterrupted flow/interrupted flow evaluation scales. We found that, unlike existing indices that fail to capture low-speed, low-density conditions, TSI simultaneously reflects both speed reductions and flow rate changes, thereby more accurately modeling real-world congestion.
To validate TSI’s performance, we applied a K-Means clustering and confusion matrix, demonstrating that TSI outperformed conventional metrics in both recall and G-Mean. In prediction model comparisons, a GRU model using TSI as its sole input achieved higher accuracy across all environments than a model based on speed alone, confirming TSI’s suitability as a core predictor for congestion detection and forecasting in both uninterrupted flow and interrupted flow contexts.
We also established a set of guidelines that formalize input criteria and interpretation methods to ensure the consistency and reliability of the proposed index. These guidelines provide a basis for seamless policy decision-making and traffic management system deployment, as well as support the scalability and validity of future research.
Finally, when comparing predicted speed and TSI values against measured delay times in interrupted flow segments, TSI demonstrated a sensitive uptick during periods of increasing delay, capturing actual congestion proactively. In specific locations, the TSI forecast rose approximately ten minutes before observed delays, highlighting its potential for early congestion warning.
