북한의 ‘아동권리협약 국가이행보고서’ 분석: 제5·6차 통합 보고서 보건조항을 중심으로 = Analysis on “the Reports of the Democratic People’s Republic of Korea (DPRK) on the Implementation of the Convention on the Rights of the Child”: Focused on the Health Articles of the Fifth and Sixth Periodic Reports

This study aims to evaluate the level of reporting of the DPRK by examining the child health-related articles of the fifth and sixth periodic reports on the implementation of the Convention on the Rights of the Child, submitted by the DPRK to the UN Committee on the Rights of the Child. The findings of the study are as follows: First, as for the statutes, North Korea did not mention a number of relevant statutes. In this regard, North Korea fell short of the level of reporting on the child health-related statutes. Second, with regard to health programs, the level of reporting was shown sometimes positive and other times negative. Third, in terms of health infrastructure, the reporting level was shown both positive and negative, similar to that of health programs mentioned above. Fourth, in terms of disease control, except for quantitative reporting on the counseling and health examination of pregnant women, most of the reporting on childhood disease control and so forth was qualitative. Fifth, as for sanitary control, North Korea reported on the establishment of a sanitary control system and a new related organization. Sixth, with regard to research and study, although North Korea reported on the research it had conducted, it did not elaborate on how it applied the findings of the research to its new policy or program. In addition, in the case of tuberculosis research, the reporting contents were largely abstract.
