경쟁국가인가? 복지국가인가?|RISS 상세보기

국문 초록 (Abstract)

본 연구는 세계화와 복지국가에 관한 논쟁의 중심에 있는 Evans와 Cerny(2003, 2004)의 ‘경쟁국가’ 이론을 비판적으로 고찰하는 데 그 목적이 있다. 이들은 세계화의 강한 영향으로 인해서 복지국가가 쇠퇴하면서 경쟁국가로 변하는 중이며 이 같은 현상은 앞으로도 지속될 것이라고 주장하고 있다. 본 연구는 경쟁국가 이론의 비판적 고찰을 위해 세계화와 복지국가 등과 관련된 저널과 책, 보고서 등 광범위한 기존의 문헌을 분석하는 방법을 취했다.
본 연구 결과에 따르면, 첫째, 세계화가 복지국가의 가장 큰 영향 변수라는 주장은 학문적으로 아직 입증이 되지 않았고, 세계화의 영향에 대해서는 여전히 상당한 이견이 존재하고 있음을 알 수 있었다. 둘째, 복지국가는 일부 복지 프로그램이 축소됐지만 아직 그 근간이 훼손되지 않고 여전히 건재한 것으로 분석됐다. 셋째, 공공성이 약화되면서 복지국가가 경쟁국가로 이동할 것이라는 주장과는 달리, 남부 유럽국가들과 아일랜드 등은 오히려 공공성에 기반해서 복지국가를 강화시켰다는 것을 알 수 있었다. 따라서, 경쟁국가 이론은 학문적으로 경험적으로 그 주장을 적용하는 데 일정한 한계가 있는 것으로 보인다. 그럼에도 불구하고, 경쟁국가 이론에 대한 고찰은 세계화의 경쟁에서 앞서기 위해서 경제 중심주의 정책을 펼치는 한국에 적지 않은 함의가 있는 것으로 보인다.

다국어 초록 (Multilingual Abstract)

The purpose of this research is to critically review and discuss the competition state theory of Evans and Cerny (2003, 2004) which has been the main controversal issue as to globalisation and welfare state. They argue that the welfare state is changing into the competition state and this trend will continue owing to the strong influence of globalisation. In order to critically discuss the theory, the method of this research is based on literature review, using a wide range of literature, such as academic articles and books. According to the results of the research, we can find that as follows: Firstly, the argument that globalisation is the most significant factor of welfare state has not been academically proved, and there has not been any consensus about this argument. Secondly, even if some programmes of welfare state have been reduced, the fundamental structure of welfare state has not been significantly eroded and it is still robust. Thirdly, on the contry to the argument that the publicness of welfare state has been diminished and welfare state is changed into competition state, welfare states have been developed in some countries such as Ireland and the Southern welfare states which are based on the value of publicness Therefore, it is likely that the competition state theory have some limitations to prove their arguments in terms of academic and historic aspects. Nevertheless, this critical discussion of this theory seems to give some meaningful suggestions to South Korea, where the government have implemented policies which have the characteristics of competition state such as neoliberal economy policy.
