공동주택 전력수요반응 기준부하 차이 및 운영방식 연구 기후위기 대응과 분산에너지 활성화를 위해 공동주택을 대상으로 한 국민수요반응(National Demand Response, DR) 제도가 확산되고 있다. 그러나 현행 제도는 전력계통 안정화를 목적으로 하는 전력거래소(KPX)의 시장형 모델과 시민 참여 확대를 우선시하는 지자체(서울시)의 정책형 모델로 이원화되어 운영되고 있다. 두 모델은 발령 시간, 성과 산정 기준인 고객기준부하(Customer Baseline Load, CBL), 그리고 인센티브 구조에서 근본적인 차이를 보이며, 이는 참여 세대의 절감 성과 평가와 보상의 형평성에 구조적인 괴리를 발생시킨다. 이에 본 연구는 공동주택 DR 운영 방식과 CBL 산정 알고리즘의 차이가 실제 전력 감축 성과와 인센티브의 공정성에 미치는 영향을 실증적으로 규명하는 데 목적이 있다. 본 연구는 2025년 8월부터 9월까지 서울특별시 주거용 DR 프로그램에 참여한 668세대의 15분 단위 스마트미터(AMI) 실측 데이터를 분석하였다. 발령 시간대별 특성을 비교하기 위해 전력 피크 시간대인 16시(주간) 그룹과 생활 밀착형 시간대인 20시(야간) 그룹으로 구분하였으며, 성과 평가를 위해 MAX 4/5, MID 3/5, MID 8/10의 세 가지 CBL 산정 모델을 교차 적용하였다. 또한, 서울시의 정액형 보상(성공 시 1,000원)과 KPX의 실적 기반 보상(kWh당 약 1,500 원) 구조를 시뮬레이션하여 보상 체계의 적정성을 평가하였다. 실증 분석 결과, 발령 시간대와 CBL 모델에 따라 절감 성과의 정량적 지표가 유의미하게 달라짐을 확인하였다. 첫째, 시간대별 분석에서 16시 그룹은 기준 부하(Base Load)가 낮아 평균 감축률(42.5%)은 높게 나타났으나 절대 감축량은 적었던 반면, 20시 그룹은 기준부하보다 평균 감축률(38.9%)은 낮으나 절대 감축량(kWh)은 약 8.6% 더 높게 나타났다. 이는 절감률 중심의 평가가 실질적인 피크부하 기여도를 과소평가할 수 있음을 시사한다. 둘째, CBL 모델 비교 결과, 서울시가 채택한 MAX 4/5 방식은 KPX의 표준인 MID 8/10 방식 대비 기준부하를 높게 산정하여 절감 성과를 과대 계상하는 경향을 보였다. 셋째, 인센티브 형평성 분석 결과, 서울시의 정액제 방식은 소량 감축 세대에게는 과대 보상을, 고효율 감축 세대에게는 과소 보상을 제공하는 '보상 불일치 (Reward-to-Saving Disparity)'를 초래하였으며, KPX 기준 환산 시 실제 가치 는 지급액의 약 39.4% 수준에 불과한 것으로 나타났다. 이러한 분석을 바탕으로 본 연구는 주거용 DR의 지속 가능성을 위해 '참여 유도'와 '시장 공정성'을 동시에 확보할 수 있는 하이브리드 인센티브 메커니즘 (Hybrid Incentive Mechanism) 도입을 제안한다. 이는 기본 참여 보상과 감축량 비례 성과급을 결합한 형태로, 무임승차를 방지하고 높은 성과자의 지속적인 참여를 유인할 수 있다. 본 연구는 실제 AMI 데이터를 기반으로 제도적 설계 요인이 DR 성과에 미치는 공학적 영향을 정량화했다는 점에서 의의가 있으며, 향후 데이터 기반의 동적 CBL(Dynamic CBL) 모델 개발과 자발적 탄소시장 연계를 위한 정책 수립의 기초자료로 활용될 것으로 기대된다.

As a pivotal strategy for carbon neutrality and distributed energy resource management, the implementation of residential Demand Response (DR) programs in
multi-family housing complexes is expanding. However, the current framework is bifurcated into the market-based model operated by the Korea Power Exchange(KPX), aiming for grid stability, and the policy-based model led by local governments (e.g., Seoul Metropolitan Government), prioritizing citizen participation. These two approaches exhibit fundamental discrepancies in dispatch timing, Customer Baseline Load (CBL) calculation algorithms, and incentive structures. Such structural divergences create inevitable disparities in performance evaluation and compensation equity among participating households. This study aims to empirically analyzes how variations in DR operational strategies and CBL methodologies affect actual electricity reduction performance and the fairness ofincentives. The research utilized 15-minute interval data collected from Advanced Metering Infrastructure (AMI) of 668 households participating in the Seoul Residential DR program from August to September 2025. To capture temporal characteristics, participants were categorized into a 16:00 dispatch group (daytime peak) and a 20:00 dispatch group (evening lifestyle peak). Three distinct CBL models—MAX 4/5, MID 3/5, and MID 8/10—were applied to compare reduction outcomes. Furthermore, the study simulated and evaluated the appropriateness of compensation schemes by contrasting Seoul’s flat-rate reward (KRW 1,000 for success) with KPX’s performance-based settlement (approx. KRW 1,500 per kWh). The empirical analysis revealed statistically significant variations in quantitative performance indicators depending on the dispatch time and CBL model. First, the 16:00 group demonstrated a higher average reduction rate (42.5%) due to lower base loads, whereas the 20:00 group showed a lower reduction rate (38.9%) but achieved approximately 8.6% higher absolute energy savings (kWh). This implies that reduction-rate-centric evaluations may underestimate the actual contribution to peak load shifting. Second, regarding CBL methodologies, the MAX 4/5 model adopted by Seoul tended to overestimate the baseline compared to the conservative
MID 8/10 standard of KPX, thereby inflating reduction performance. Third, the analysis of incentive equity indicated that the flat-rate system results in a
"Reward-to-Saving Disparity," overcompensating low-impact participants while undercompensating high-efficiency contributors. When recalibrated against KPX standards, the economic value of the flat incentive was found to be merely 39.4% of the payout amount. Based on these findings, this study proposes the introduction of a "Hybrid Incentive Mechanism" to enhance both participation and market fairness for sustainable residential DR. This mechanism combines a basic participation reward with a performance-proportional incentive, mitigating the free-rider problem while motivating high-performers. This research is significant as it quantitatively verifies the engineering impact of institutional design factors on DR performance using actual AMI data. The results are expected to serve as foundational data for developing data-driven Dynamic CBL models and establishing policies linked to voluntary carbon markets.
