정치부패에 대한 시민의 인식과 민주주의 평가 = Empirical Analyses on the Relationships between the Citizen's Perception about the Political Corruptions and the Evaluations of the Democracy in Korea

다국어 초록 (Multilingual Abstract)

Although previous studies have been discussed and analyzed the causes of political corruptions related to political funds, mainly focused on the improper deals between politicians and private entrepreneurs, what kinds of effects leaded by the citizen's perception about political corruptions has not been properly discussed and analyzed. In this vein, this study analyzes the relationships empirically between the citizen's perception about the political corruptions and the evaluations of the democracy in Korea using the survey data for the 17th National Assembly elections.
Based on the statistical results of the models, this study revealed that the citizen's negative perception about the political corruptions also influences negatively on the evaluations on democratic realities, satisfaction with politics, political representation, evaluations on the performances of government, political participation. Therefore, it is necessary for the political circles in Korea to make a constant effort for rooting out the political corruptions introducing various kinds of institutional measures. It will be helpful to rebuild the status of the political circles of Korea as a trustworthy body as well as consolidate the democracy in Korea.

국문 초록 (Abstract)

정치부패에 대한 기존 연구들은 정치부패를 일으키는 행위자들을 중심으로 그 원인을 파악하고, 이를 개선하기 위한 방안들을 모색하는데 논의의 초점을 맞추었다. 이러한 이유로 정치부패에 대한 기존 연구는 정치부패에 대한 시민의 인식이 어떠한 효과들을 발생시키고 있는가에 대한 피상적인 주장들만을 전개하였을 뿐 체계적인 논의와 경험적인 분석을 제대로 수행하지 못하는 문제점을 보여주었다. 이에 본 연구는 한국에서 정치부패에 대한 시민의 인식이 민주주의 평가와 관련하여 어떠한 효과들을 일으키고 있는지를 기존 연구들의 주장을 고려하여 다각적으로 검증해보았다.연구결과, 한국에서 정치부패가 널리 퍼져 있다는 시민의 인식은 민주정치 현실 평가, 정치만족도, 정치대변성, 정치효능감, 현 정부에 대한 평가, 투표 참여의 문제와 관련하여 부정적인 효과를 발생시키고 있다는 점을 파악할 수 있었다. 그리고 민주주의의 기본원칙들이 좀더 잘 준수될 때 정치부패의 문제가 해소될 수 있을 것이라는 시민들의 기대와 열망도 목격할 수 있었다.그러므로 향후 한국의 정치권이 시민들로부터 신뢰를 받고, 민주주의를 더욱 공고화시키기 위해서는 정치권의 자정적 노력과 더불어 정치부패의 문제를 근절시킬 수 있는 방안들을 더욱 적극적으로 모색할 필요가 있다고 판단된다.
