요양병원 및 요양원 화재 대비․대응체계 실태와 종사자 인식 연구 = Fire Preparedness and Response Systems and Staff Perceptions in Long-Term Care Hospitals and Nursing Homes

국문 초록 (Abstract)

연구목적 본 연구는 고령화로 급증한 요양병원 및 요양원의 화재 대비․대응체계 실태와 종사자 인식을 분석하여 실효성 있는 화재 안전관리 강화 방안을 제시하였다. 연구방법 요양병원 및 요양원 종사자를 대상으로 화재안전 인식과 대응체계를 확인하고, 화재안전 인식 요인과 집단 간 인식 차이를 실증적으로 분석하였다. 결과 화재 시 조력자 부족과 자력 대피 불가 환자가 가장 큰 취약점으로 확인되었으며, 직군별 분석에서는 입소자와 가장 밀접하게 접촉하는 요양보호사의 안전지식과 피난요령 수준이 상대적으로 낮은 것으로 나타났다. 결론 분석 결과를 바탕으로 행동 중심의 실전 훈련 체계 강화, 요양원의 화재안전 관리 개선, 피난 인프라 및 공간 구조의 보완, 지역사회 연계 대응체계 구축을 정책적 대안으로 제시하였다.

PURPOSE This study analyzes the current state of fire preparedness and response systems and staff perceptions of fire safety in long-term care hospitals and nursing homes amid rapid population aging, and proposes measures to strengthen fire safety management. METHOD This study examined fire safety awareness and response systems among staff members of long-term care hospitals and nursing homes, and empirically analyzed factors of fire safety awareness and perception differences across groups. RESULT The findings indicate that the most critical vulnerabilities in fire situations are the shortage of assisting personnel and the high proportion of patients and residents who are unable to evacuate independently. In particular, care workers, who maintain the closest contact with residents, showed relatively lower levels of fire safety knowledge and evacuation competence than other occupational groups. CONCLUSION Based on these findings, this study proposes several policy measures, including strengthening action-oriented practical training systems, improving fire safety management in nursing homes, enhancing evacuation infrastructure and spatial design, and establishing community-linked response systems.
