대구광역시 중심시가지의 주거환경정비를 위한 전략계획

국문 초록 (Abstract)

대구시의 중심시가지에 해당하는 중구는 2000년대 들어 주거환경정비사업 등을 통해 공동주택 중심의 주택 건설이 진행되어 왔으나, 아직도 많은 지역에 노후, 불량주거지가 산재하고 있는 실정이다. 본 연구는 주요 핵심문제 중심으로 접근하는 전략계획의 측면에서 대구시 중심시가지의 주거환경정비 대안을 모색하여, 대구시의 주거 정책에 유용한 시사점을 제공하는데 그 목적이 있다. 중심시가지의 공간적 범위는 행정구역상 대구광역시 중구를 대상으로 하며, 분석 자료는 시간적으로 2013년 12월말 기준을 원칙으로 한다.
본 연구는 크게 다음과 같이 두 부문으로 나누어 진행된다.
첫째, 대구시 중구의 주거지 환경을 탐색한다. 우선 대구시 중구의 인구, 주택, 거주자의 사회경제적 특성 및 건축 특성 등의 내용을 중심으로 거주지 실태를 개괄적으로 살펴본다. 다음으로, 주거환경개선사업, 재개발사업 및 재건축사업(민간 재건축사업 포함) 등 지금까지 시행된 정비사업의 추진현황 및 학교시설 이전적지의 개발 등을 중심으로 중구의 주거지 개발 현황을 정리하고 그 특성과 문제점을 검토한다. 마지막으로, 중구의 주거지 정비를 위한 기본 이슈를 고찰하고자 하며, 이슈 선정을 위해 주거지 정비와 관련된 다양한 정보를 탐색한다. 정보 분석을 위해서는 주거환경과 관련된 다양한 지표를 검토하고자 하는바 크게 내부환경요인(주택특성, 지구특성, 거주자의 사회경제적 특성) 및 외부환경요인(주택보급률, 주택정책, 도심활성화 정책 등)으로 나누어 고찰한다.
둘째, 대구시의 주거환경정비를 위한 전략계획을 수립한다. 연구지역을 크게 점이지대와 주변주거지역으로 나누어 SWOT를 분석한다. 분석은 앞장의 주거환경 탐색 자료를 토대로 진행한다. 또한 SWOT 요인 중 SW는 내부요인, OT는 외부요인으로서, SW요인과 OT요인을 교차해서 생기는 SO전략(내부 강점을 기회에 활용하는 전략), ST전략(내부강점으로 위협을 극복하는 전략), WO전략(기회를 활용해 약점을 극복하는 전략) 및 WT전략(약점과 위협을 동시에 극복하는 전략) 등 4가지의 전략을 수립한다. 그리고 최종적으로 주거환경정비를 위한 핵심 이슈를 선정한다.

Large-scale apartment complexes have been constructed since 2000 but, there still remain the deteriorated houses in Jung-gu, central Daegu. The purpose of this study is to find alternative policies in the residential environment improvement of central Daegu in terms of strategic planning and to suggest some implications for the housing policy of Daegu.
The study results are summarized as follows:
1) In this study, the residential environment of Jung-gu is explored. Primarily, the residential condition of Jung-gu is investigated through the factors such as population, housing, residents' socioeconomic status and construction characteristics. In addition, this study reviews the current state of residential development in Jung-gu and identify the characteristics and underlying problems through the analysis of residential environment improvement projects and school site redevelopment etc. Lastly, basic issues on the residential improvement of Jung-gu are considered and various informations about residential improvement are explored to select issues.
