고등교육 재정개혁의 국제동향 연구 = Global Trend Analysis on Higher Education Financial Reforms

국문 초록 (Abstract)

한국의 고등교육은 그간 양적 확대에 치중하였으나, 이제는 질적 수준의 제고가 필요한 시기에 직면하였다. 고등교육의 경쟁력을 높이기 위해서는 적절한 재정지원이 필수 요소임을 인식한 세계 여러 나라들은 각종 재정개혁 방안을 수립·시행하고 있다. 최근 각국의 재정지원 방향은 시장 논리에 기초한 지원 확대, 기관보다는 개인에 초점을 두는 지원, 투자 대비 산출 성과의 중시, 책무성의 강조라는 특정이 있다. 지원 정책은 이와 같은 현상을 반영하여 수식형 재정지원, 바우처 제도, 성과중심 재정지원, 학자금 융자 등과 같은 다양한 형태로 나타나며 자율성과 책무성을 동시에 강조하여 고등교육기관의 경쟁력을 키우는 한편 교육의 질도 제고하도록 유도하는 경향을 보인다. 이러한 추세를 바탕으로 한국도 자원배분과 집행의 메커니즘 분석을 통한 국제수준의 재정지원구조 확립, 연구성과 제고를 장려하는 연구자 위주의 지원 확대, 개별 고등교육기관의 유형과 특성을 존중하는 재정지원 전략을 계획 · 적용해야 할 것이다.

Korea achieves internationally－recognizable success on guaranteeing equal higher educational opportunity. However Korea`s higher education is wanting in quality. So it has recently been challenged by its marked quality decline and systemic inefficiency that, in turn, lead to its competitiveness decline. In addition, financial difficulties also play a role as an additional influential factor to the challenges that Korea`s higher education faces today. To cope with the challenges, it is necessary to understand how world leading countries successfully reform higher educational financial system in their contexts. In the light, this study was to recognize the international stream of higher educational financial reforms by identifying the global trend and analyzing successful higher education financial reform cases of developed countries. Financial reform movement of higher education regards appropriate financial supports to the changing global environment as a top priority for the 21st century－typed higher education. A recent trend of higher education finance reform emphasizes performance-based finance support in terms of market principle. Furthermore, it is disposed to be done at individual level rather than organizational level. All of these reform efforts are to secure both accountability and autonomy of higher education institution in using given financial resources.
