표준어 규정과 표준어 정책에 대하여 = 국어 교육의 측면을 중심으로

국문 초록 (Abstract)

본고의 목적은 표준어를 둘러싼 지금까지의 논의를 쟁점별로 정리하고, 국어 교육의 영역에서 표준어와 관련된 내용을 어떻게 가르쳐야 하는지에 대해 살펴보는 것이다. 표준어와 관련되는 논의의 주제는 현행 표준어 규정의 세부적 내용에 대한 비판에서부터 표준어 규정이 필요한가라는 근본적인 문제 제기에 이르기까지 매우 다양하게 진행되어 왔다. 본고에서는 이를 현행 표준어 규정의 내용에 대한 검토와 표준어 정책의 방향성에 대한 고찰로 나누어 논의의 흐름을 살펴보았다. 이 가운데 표준어 규정의 내용에 대해서는 표준어의 개념 설정, 표준어 규정의 내용적 체계와 세부 조항에 대한 국어학적 고찰이 이루어졌으며, 표준어 정책의 방향성에 대해서는 표준어와 방언의 관계 및 표준어 규정의 필요성에 대한 논의가 이루어졌다. 본고에서는 이러한 논의의 내용을 바탕으로 현재 국어교육에서 표준어 교육의 문제점을 살펴보고, 표준어 교육의 의미가 단순히 형태의 암기를 반복하는 차원에서 학습자 스스로 수행하는 어휘 교육의 일환으로 확대되어야 함을 주장하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to put the discussion about the Korean standard language in order before we search the appropriate policy on the standard language. As the next step, this article aims to research the efficient teaching method of standard language education in school. About the standard language regulation in Korean, many studies has been progressed on the various subject - the concept of standard language, the examination on the particular stipulations of standard language regulation, the relation between standard language and dialect and the basic doubt on the existence of standard language regulation etc. The organization of this article is as follows. In chapter 2, I survey the general points of Korean Standard Language Regulation(1988) focused on the concept of standard language. In chapter 3, I make a discussion about the direction of standard language policy in the relation of standard language and dialect. Finally, in chapter 4, I examine the present state of the Korean Standard Language in school education and propose that the meaning of standard language education should be extended to the general lexical education.
