근대화이론의 이해와 성찰 = 사회발전에 관한 이론적 소고

국문 초록 (Abstract)

이 글은 경제성장과 민주화라는 사회발전의 두 가지 기본 축을 중심으로 서구화를 발전모델로 설정하였던 근대화이론의 가능성과 한계를 비판적으로 검토함으로써 사회발전의 이론적, 방법론적 함의를 도출하고자 한다. 이 글의 전반부에서는 근대화이론의 이론적 전통과 유산을 살펴보고, 사회발전의 작동 기제를 개념 및 분석틀을 중심으로 고찰한다. 후반부에서는 근대화이론의 방법론적 가정 및 정책적 함의에 대한 비판을 통해 왜 사회발전모델로서 실패할 수밖에 없었는지에 대해 진단하고 발전모형의 장·단점을 비교, 분석한다. 분석결과, 경제적 차원에서 출발하여 정치, 사회적 차원으로 확장을 거듭해 온 근대화이론의 지형 이면에는 주어진 사회의 정서적 차원에 관한 작동기제의 중요성을 바탕으로 사회구성원의 공적 참여라는 본질적인 쟁점이 포함되어 있으며 실증 및 역사의 방법론적 통합이 중요하다는 점을 발견할 수 있다. 사회 발전의 개념에서는 시간과 공간, 문화적인 한계를 해방시킬 수 있는 지형을 통해 연구주제를 확장하고, 발전의 종착역에 대한 왜곡된 함의를 제어함으로써 미래 발전에 대한 밑그림의 단초를 제공할 수 있다. 개인과 사회의 함수관계에 대한 이론적 통찰은 사회발전의 새판 짜기(paradox)에서 경제성장 및 민주화에 대한 사회적 자원을 어떻게 주어진 사회의 정서적 맥락과 문화적 전통에 접목시키는가의 중요성을 보여준다. 요컨대 근대화이론의 비판적 성찰은 전통과 근대의 접점을 통해 풍부한 이론 및 정책적 함의를 제시하며 서구 발전 모형의 재구성을 가능하게 하여 역사변동에 대한 분석틀의 활용 및 확장가능성을 내포하고 있다.

다국어 초록 (Multilingual Abstract)

This paper deals with theoretical and methodological issues of modernization studies while more specialized aspects are treated in reflections on the framework of prerequisites of social development. The modernization approach calls for concrete concepts and systematic accounts, since it supposes that the history of modernized societies that traces out the road of development for the less developed societies. Against this backdrop, this study no longer announces to the world what inevitably will, or at least what ideally should, happen in the name of universality. The main argument here is that it would be easy to reject the concept out of hand as a classic example of historical determinism and to leave it at that, which can be regrettable. Although modernization is a critical step by means of which development will be pursued, a fresh appraisal of the given institutions and cultural contexts for the mechanism is required. If reconciliation systems fail, it will because of the blindness of the people to appreciate the mechanism of modernization which highlights transformation rather than transfer. The future of development will depend on its ability to find new and effective ways to balance the particularity through theoretical resources.
