시맨틱 웹(Semantic Web)을 적용한 비표준데이터의 연계서비스 구현 : 보훈정보서비스를 중심으로 = mplementation of a Linked Service for Non-Standard Data by Applying Web Semantics : Based on Veterans Record Information Services

Integrated and linked services of administrative information for the quality improvement on administrative services were dealt in this research briefly.
Particularly, I analyzed a presentation integration, a data integration and a process integration which were the foundation technology of e-government service until now.

A large quantity of electronic administrative information generated in the process of constructing e-government should contribute to improvements on business productivity and new knowledges by connecting these information efficiently.

Current linked and integrated services required a standardization artificially, which prevented it from going forward.
It needs a huge mount of investment or has possibilities of data losses, changes, damages during construction processes to use techniques such as legacy data integration, application integration with API, operation integration with middleware, integration based on web services etc.

Especially there were many difficulties in standardization works because of conflicts among corresponding departments for their own benefits.

That's why needs a service architecture by applying web semantic techniques based on meaning analysis was designed for efficient linked services of non-standard data.

Information linked service by semantic web technique is the best way to grasping information on data more accurately that doesn't require artificial works of standardization on operational data while keeping the history of data and independence of departments.

Therefor, principles and standards about information operations must be determined and managed in a clear way among corresponding departments.
Even though it takes expense, time and efforts to compromise on data amendment, complement and transfer etc in an early step, that leads all kinds of efforts to be needed in the process to accumulations of knowledges to large extend. Consequently it will be a good way to bringing in maximized business results at the least expenses.

국문 초록 (Abstract)

본 연구는 대 국민 행정서비스의 품질향상을 위한 행정정보의 백오피스 차원에서의 정보연계와 통합서비스에 대하여 살펴보고 특히 기존의 방식으로는 연계서비스가 어려운 비표준 데이터의 효율적인 연계서비스를 위하여 의미 분석 기반의 시맨틱 웹 기술을 응용한 서비스아키텍처를 설계하였다.

전자정부를 구축하는 과정에서 형성된 대량의 전자적 행정정보들이 효율적으로 연계되어 업무생산성 향상과 새로운 지식의 형성에 기여해야 하지만 기존에 제기된 레거시 데이터 통합이나 API를 적용한 어플리케이션 통합, 미들웨어를 이용한 오퍼레이션 통합, 웹서비스를 활용한 통합 등 다양한 기술들은 막대한 비용을 수반하거나 구축과정에서의 데이터 손실, 변경 등의 위험성이 크고 특히 해당 부처 간 이해관계의 상충 등으로 인해 그 실현이 어려웠다.

그러나 시맨틱 웹 기술을 이용한 정보연계서비스는 운용 데이터베이스에 대한 의도적, 획일적 표준화작업을 수행하지 않고 자료의 역사성이나 부처의 독립성을 보장하면서도 그 자료가 지닌 보다 정확한 정보를 파악할 수 있는 최적의 정보 연계방법이다.
따라서 관련 부처 간에 정보에 대한 명확한 기준과 원칙을 정하여 서비스를 운영하고, 데이터 수정, 보완, 이관 등 서비스 운영에 필요한 협의과정을 통한 지식들을 축적하면 초기에는 비용과 시간과 노력이 필요하겠으나 결과적으로는 가장 경제적인 비용으로 가장 효과적인 업무성과를 거둘 수 있는 방안으로 생각한다.
