    본 연구는 2022 개정 교육과정 학교자율시간 편성·운영 지침을 자율(A교육청)과 의무(B교육청)로 달리한 두 시·도교육청의 상이한 정책 맥락이 초등교사의 교육과정 자율성 경험에 미치는 영향을 탐색한 질적 사례 연구이다. 연구 결과, 두 교육청 모두 교사들의 내적 준비에도 불구하고 외부 동력에 의한 타율적 첫걸음을 보였으나, B교육청(의무)이 더 체계적인 지원을 제공했다. A교육청은 개인의 전문성이 공동체로 확산되는 성장 경로를 보인 반면, B교육청은 공동체 중심의 협의가 우선되어 학교 교육과정의 위계를 세우는 등 보다 체계적인 성장 경로를 나타냈다. 공통적으로 교사들은 학교자율시간을 만들어가는 교육과정이자 공동체적 자율성의 장으로 경험했으나, 사전 심의라는 제도적 한계를 마주했다. 본 연구의 중요한 발견은 교사들이 자율성을 원하면서도 역설적으로 의무화를 지지한다는 점이다. 이는 자율성의 포기가 아닌, 책무성 확보와 변화의 마중물을 위한 전략적 판단이었다. 본 연구는 이러한 결과를 바탕으로, 정책으로 주어진 자율성이 교사들이 누리는 자율성으로 전환되도록 돕는 지지적 생태로서 초대된 자율성(Invited Autonomy)을 제언한다.

    This qualitative case study examines how elementary school teachers experience and enact curriculum autonomy within two contrasting policy contexts. District A implemented school autonomous hours under the 2022 Revised National Curriculum as an optional policy, whereas District B made it mandatory. The findings reveal that, despite teachers’ intrinsic readiness, both districts began their implementation with heteronomous, externally driven steps. However, District B (mandatory) provided more systematic and structured support. In District A, individual professionalism gradually expanded into community collaboration, while in District B, community-centered cooperation was prioritized, resulting in a more hierarchical and organized approach to school-level curriculum development. Across both districts, teachers perceived school autonomous hours as both a process of curriculum-making and a space for collective autonomy. Yet, they encountered institutional constraints such as prior administrative pre-screening. A notable finding is the paradox that teachers, while valuing autonomy, nonetheless supported its formalization. This stance reflected not a surrender of autonomy, but a strategic choice to ensure accountability and to spark change. Drawing on these insights, the study proposes the concept of “Invited Autonomy”—a supportive ecological condition that transforms policy-granted autonomy into lived, teacher-experienced autonomy.
