민주화 이후 군과 지역사회 = 협력적 민군관계 형성을 위한 과제

다국어 초록 (Multilingual Abstract)

Although there is a controversy surrounding the development of democracy in Korea, compared to the period prior to 1987, the so called authoritarian era in Korea, it is clear that Korean government has advanced forward in terms of procedual democracy. Such changes in Korea have led to dialogue on national issues like civil-military relations.
Since military and national security issues have been under the central government s authority, local government and community have not been consulted regarding the related policies. However, as democracy has matured, we are facing a new situation where it is no longer possible for the central government to dictate policy without and cooperation.
Civil-military conflict problems become more noticeable due to irreversible Korean internal changes. So central government has to make the law to manage civil-military conflicts. And public service system needs to upgrade its administrative procedures.
To sum up, Central government s one-way policy, which does not reflect local communities interests, has a high possibility of failure. When government decides on policy, it must take into consideration local citizen opinions, even on issues of national security.
