한국의 환경정책의 변천과 환경영향평가 －「개발사업」 에서「통상정책」으로－ = Korea`s changing environmental policies and the EIA -from developing project to commerce policy-

다국어 초록 (Multilingual Abstract)

The purpose of this research is to examine the relationship between Korea`s changing environmental policies and the Environmental Impact Assessment. The EIA has targeted the so-called development projects in the past, and has recently expanded itself to cover a broader range of targets including trade-related policy issues such as Free Trade Agreements, direct investment agreements among others. The question deals with the background of this expansion. This research has thus examined the so-called path dependence analysis of plocy by focusing upon the changing trade structures, environmental policies and environmental impact assessment against historical contexts. Consequently, the research concluded that the need to increase Korea`s trade competitiveness in response to changing economic structure within and without ROK has resulted in the expansion of the targets for the Environmental Impact Assessment. Incidentally, Korea`s direct investment agreements and Free Trade Agreements embrace the results of Strategic Environmental Impact Assessments.
