정부 간 관계와 섹터 간 관계의 관련성에 관한 탐색적 연구 = Exploring Relationships between Intergovernmental Relations and Intersectoral Relations

This study explores the relationships between intergovernmental relations(IGR) and intersectoral relations(ISR) by looking into two dimensions of federal aid (federal aid dependency and federal aid diversity) and three dimensions of contracting-out (adoption of contracting-out, density of contracting-out, and complexity of partnership). To investigate the relationships χ2-test is employed. The data for this research are derived from 1998, 2004 and 2008 American State Administrator Project Survey. The results of empirical analyses show that agencies depending heavily on federal aid or receiving federal aid from diverse federal agencies actively use contracting-out for public service delivery, allocate more budget to contracting-out, and have a complex contracting-out partnership. Three concluding points are as follows: (1) greater involvement with federal aid by state agencies is clearly connected with increased engagement in contracting-out; (2) interdependency in intergovernmental relations is directly related to interdependency in intersectoral relations; (3) the modern governance structure is more likely to be multi-interdependency. To deal with complex social problems governments have no choice but to make vertical and horizontal interdependencies with various actors who have resources, knowledge, or technique needed.

국문 초록 (Abstract)

본 연구는 연방보조금 의존도와 연방보조금 다양성 그리고 위탁도입, 위탁강도, 위탁파트너십 복잡성이라는 개념을 이용하여 정부 간 관계와 섹터 간 관계의 관련성을 탐색하였다. 실증분석을 위하여 1998, 2004, 2008년 미국 주정부 공무원 프로젝트(American State Administrator's Project) 설문자료를 이용하였다. 그 결과 연방보조금의존도가 높은 부서가 위탁을 보다 적극적으로 도입할 뿐만 아니라 위탁에 더 많은 부서예산을 투입하였으며 영리ㆍ비영리조직 등 다양한 섹터와 위탁파트너십을 맺고 있음을 확인하였다. 연방보조금 다양성과 위탁 간에도 긍정적 관계가 나타났다. 연방보조금을 여러 연방조직으로부터 수혜하고 있는 부서가 위탁도입에 보다 적극적일 뿐만 아니라 위탁에 더 많은 부서예산을 사용하며 다양한 위탁파트너십을 가지고 있는 것으로 나타났다. 이러한 결과를 통하여 두 가지 사실을 확인할 수 있다. 첫째, 정부 간 관계와 섹터 간 관계의 관련성이다. 연방정부는 정부 간 보조금(intergovernmental transfer)이라는 정책도구를 이용하여 주정부가 서비스 생산ㆍ전달에 위탁을 적극 사용하도록 유도ㆍ권장하고 있다. 둘째, 거버넌스 구조의 다중 상호의존성(multi-interdependency)이다. 정부는 복잡한 사회문제를 해결하기 위하여 문제해결에 필요한 자원, 기술, 지식을 소유한 다양한 주체(actors)들과 수직ㆍ수평적으로 상호의존적 관계를 형성하고 있다.
