빈집정보관리체계의 구축과 운영에 관한 연구 = 인천광역시 동구를 사례로

국문 초록 (Abstract)

본 연구는 빈집이 농촌뿐만 아니라 대도시에서도 지속적으로 증가하는 상황에 효과적으로 대응할 수 있는 빈집정보관리체계의 구축을 제언하기 위한 목적으로 진행되었다. 연구의 사례지역은 인천광역시 동구로 이 지역은 인천에서 가장 작은 행정구역임에도 빈집을 가장 많이 보유하고 있다. 빈집정보관리체계 구축을 위한 해외사례를 검토한 바에 따르면 미국 디트로이트시의 빈집정보체계는 빈집의 기본적인 물리적 현황 및 빈집활용에 필요한 정보들이 구축되어 있었으며 빈집정보가 공개되어 있어 빈집의 이용을 원하는 사용자들이 빈집정보에 접근하기 용이한 구조를 보이고 있다. 반면 아직까지 우리나라의 빈집정보관리체계는 빈집에 관련된 기본 정보의 구축이 다소 미비하고 빈집활용을 위해 제도적으로 보완해야할 부분이 많다. 빈집정보관리체계의 구축을 위해서는 일차적으로 빈집 원시자료의 수집·가공이 원활해야 하고 건축·주택통계와의 연계가 이루어져야 한다. 이를 위해서 빈집과 관련된 자료를 수집하는 중앙부처와 지방자치단체 간의 협력적 네트워크가 구축되어야 한다. 구축된 빈집자료를 바탕으로 빈집정보관리체계는 빈집의 물리적 환경과 제도적 여건을 고려한 유형분류, 공간분석 등을 수행할 수 있는 기능을 보유하고 이를 종합하여 빈집의 활용, 처리, 조사 등을 위한 빈집 관련 각종 계획과 정책의 수립 및 실행의 근거를 제공할 수 있어야 한다. 또한, 경찰과 소방의 순찰, 건축자산조사 등에 빈집정보를 활용할 수 있도록 빈집정보관리체계에 유관기관들과의 협력방안이 포함되어야 한다.

다국어 초록 (Multilingual Abstract)

This study is aimed to propose the construction of a vacant housing information management system that can effectively cope with the situation where vacant housing is continuously increasing not only in rural areas but also in Metropolis. The study area is located in Dong-gu, Incheon, which is the smallest administrative district in Incheon and the largest number of vacant housing. According to the review of overseas cases for the construction of the vacant housing information management system, the vacant housing information system of the Detroit city in the United States had the basic physical condition of the vacant housing and the information that needed to be used for vacant housing, and the users who want to use the vacant housing It has an easy structure to access vacant housing information. So far, vacant housing information management system in Korea has little to establish and a lot of institutional supplement in order to utilize vacant housing. In order to construct a vacant housing information management system, the collection and processing of vacant housing raw data should be going smoothly and linked with building and housing statistics should be done first. For this, a collaborative network is needed between the central and local governments to collect data related to vacant housing. Based on the vacant housing data, the vacant housing information management system shall have functions such as type classification and spatial analysis considering the physical environment and institutional conditions of the vacant housing, and shall be able to provide the basis for the establishment and execution of various plans and policies related to the vacant housing for use, treatment, investigation, etc. In addition, the vacant housing information management system should include cooperation with related agencies so that they can use vacant housing for police and fire patrols, and investigation of architecture assets.
