국문 초록 (Abstract)

신자유주의의 위기와 함께 현 복지국가 체계에 대한 비판이 제기되고 있는 시점에서, 본 연구는 기본소득을 노동 중심의 현 복지체계의 대안으로 보고 그 가능성과 도입 방안을 모 색하고자 하였다. 우리나라의 소득보장체계에 대한 생애주기적 관점에서의 검토를 통해 고 실업으로 고통받는 청년층, 중장년층에 대한 소득보장제도로서, 또한 최근 확대되고 있는 사회수당의 연장 선상에서 기본소득의 가능성을 확인하였다. 반면 뿌리 깊은 노동 중심 사 회에서 ‘노동으로부터의 해방’을 지향하는 기본소득에 대한 이념적 저항, 또한 보편성과 무조건성이라는 기본소득의 가치로부터 초래되는 재정적 부담이라는 장벽 또한 발견하였 다. 이에 기본소득의 단계적 도입을 위한 방안으로 ‘노동과 복지가 분리된 청년수당 도입 으로부터의 단계적 확대’와 ‘범주별 사회수당 제도의 확대’를 제안한다. 무조건적 기본 소득의 형태가 아니더라도 보편적 소득보장제도의 도입은 노동중심의 현 복지국가 패러다 임에 대한 전환의 계기가 될 것이며, 이는 ‘노동’에 대한 개인의 의식과 태도 및 사회적 제도의 변화 등이 수반되어야 가능할 것이다.

다국어 초록 (Multilingual Abstract)

With the crisis of welfare state, this study aims to investigate the possibility and plan for basic income as an alternative income support program in South Korea. The basic income has potential as a complementary income support program for the economically active population suffering from high unemployment as well as the lack of welfare benefits, and as a extension of social allowance recently spreading in South Korea. On the other hand, ideological resistance to the value, “freedom from work” the basic income insist in a deep-rooted work-based society and financial burden led by the principles of ‘unconditionality’ and ‘universality’ can be barriers for basic income to be adopted. In this respect, this study propose ‘the adoption of social allowance for young adults to separate the beneficiary and work and the extension to the middle aged’ and ‘the extension of unconditional social allowance by population group’. The basic income can be a chance of paradigm shift from work-related welfare state and this change should be accompanied with the change of individual awareness and attitudes to the ‘work’ and social institutions.
