Among the various factors, teachers are considered as the most important variable determining the effectiveness of curriculum implementation(implementing a significant curricula, organizational, or instructional change). Curricula are able to work only when they are fully understood or accepted by teachers. For this reason, in order to grasp the mechanisms of curriculum implementation, it is inevitable to understand teachers' psychological and cognitive frame of references though which they perceive and interpret curricula.
According to the results of the related studies, it is assumed that teachers interpret the educational phenomena and perform the tasks on the basis of their own implicit theories and beliefs. Namely, teachers' belief systems affect their information processing and behavior during planning and classroom instruction.
Based on these theoretical and practical rationals, it is concluded that teachers' belief systems are the critical factor that influences on the curriculum implementation.
Therefore, it is suggested that individual teachers' cognitive structures should be considered in the process of the development and the implementation of curriculum.
