1970, 80년대 벨기에와 프랑스 노동조합의 이민정책 변화

국문 초록 (Abstract)

본 연구의 목표는 프랑스와 벨기에의 사례를 통해 노동조합이 이주노동자 정책에서 다문화주의를 수용하는 역사적 과정을 살펴보는데 있다. 유럽 각국의 노동조합들은 이주노동자들의 노동인권을 개선하기 위해 적극 개입하는 한편 내국인 노동자들을 보호하기 위해 때로는 외국인 노동자들과 거리를 두는 이중적인 태도를 취하며 분쟁조절과 사회통합의 중재자 역할을 하는 경향을 보여 왔다. 프랑스와 벨기에의 노동조합도 예외가 아니다. 1970년대까지 프랑스와 벨기에에서 지배적이었던 통합(integration)에 기반을 둔 '평등실현' 구호가 일방적인 '통합'과 '동화'를 목표로 했다면 최근에 나타나고 있는 유럽 노동조합들의 다문화주의(multiculturalism)에 입각한 '차별철폐투쟁'라는 구호는 외국인 혹은 이민자로서의 독자적인 정체성을 인정하는 것이다. 이것은 노동조합의 정책이 다문화주의로 변화했다는 것을 의미하는 것이다. 이것은 또한 1980년대까지 지속된 일방적인 통합정책의 실패를 의미하는 것 이라고 할 수 있다. 노동조합으로부터 시작되는 이러한 변화 과정을 이해하는 것은 유럽의 이민자 관련 사회 통합정책을 이해하는 핵심이라고 할 수 있다.

다국어 초록 (Multilingual Abstract)

This research aims at analysing the historical process of accepting the multiculturalism in French and Belgian Trades Unions' Immigration policy concerning migrants workers. Europen Trade-Unions tend to exert great efforts to protect the labor human right of migrant workers. On the other hand, they also tend to put their distance from migrant workers in order to protect local workers during the recession. In this ways, Trade-unions not only mediate conflicts between labor and management, but also play an important role as a peacemaker for the social integration. French and Belgian Trade-Unions are no exceptions. Being dominant slogan until 1970s in France and in Belgium, 'equality' aims for an integration and assimilation, whereas a recent slogan - 'aginst discrimination' based on the multiculturalism- admits the autonomous identity of migrant and foreign workers. This means the change of trade-unions' plicies from the forced integration to the multiculturalism. In other words, it is the failure of the unilateral way of integration policy. Therefore, it is important to understand this change in order to grasp the point in the evolution of social integration policy in Europe.
