The purpose of the present study is the analysis of the housing improvement project for the high-density, the 2nd class residential district according to "Temporary Measures Act for Urban Low-income Residents on Housing Improvement" of Cheonan City; and the needs assessments all over the project through the survey of residents' perceptions based on the analysis results.
For the area that completed the project using on-site improvement method, the project turned out to be unable to bring a big change without reasonable scale infrastructure and support due to the mitigation of architecture and urban planning provisions and the feasibility. Based on this status, in this study, the status of seven areas was analyzed that completed the housing improvement projects by on-site improvement approach in 2003 and 2006 in Cheonan City; and the survey of residents' perceptions was performed based on the analysis results in order to assess the housing improvement project that residents actually request.
Analysis items were re-selected through a literature review before conducting status analysis by district. Analysis items for this study were classified into five. The five items are: target area conditions, buildings, infrastructure, population and economy, and citizen participation. After the analysis of the target area, a variety of problems were identified in the whole area. Common problems found in most areas are: lack of connectivity with surrounding facilities, insufficient housing improvement by government support, passage delay and accidents caused by illegal parking in the area, lack of rest and joint use facilities, and lack of citizen participation.
A survey of residents' perceptions was conducted based on these results, in order to evaluate the housing improvement project. The evaluation was performed by one to one questionnaire survey for the status analysis items. The results of the survey of residents' perceptions assessment indicated the lack of linkage with the surrounding facilities; and a special characteristic that the housing improvement was performed by residents' asset even though it was eligible for government support from the housing improvement project. When asked whether to improve housing under the assumption that government support will be expanded, the majority of response was they would improve the housing if the government support is sure, or they would not improve their housing no matter what. Regarding the infrastructure in the area, unsatisfied responses of most residents were proved very high. In addition, some higher responses were such as: narrow roads or footpaths are needed to be renovated or constructed; rest area or joint-use facilities are insufficient. In addition, there are increasing numbers of residents-participating urban planning or projects in recent years; however, the residents' participation lacks in the target area. A significant portion of responses indicated that a good number of residents' presentations are necessary, and that civil complaints were not taken care of adequately.
Until now, the on-site improvement approach was considered to have more benefits that any other methods for the housing improvement projects. However, through this research, distrust of residents for housing improvement project is judged to be high.
The housing improvement will not be judged as a good way of project if it stays only at administrative and political system and the plan. They need to be implemented practically to be recognized as necessary project by the residents. It is considered as duties required in the housing improvement to identify residents' complaints and problems positively and enforce the project by living with the residents in the necessary area or at least work hard in the field.
