This study examines the patterns of royal ceremonies and their fiscal scale during the reign of King Sunjo (1800–1834) in the Joseon dynasty, with the aim of clarifying the structural characteristics of state finance and royal administration in the early nineteenth century. While previous studies have primarily focused on the procedures, symbolism, and political significance of individual royal ceremonies, this study approaches them from the perspective of extraordinary state expenditures, emphasizing their fiscal implications.
During King Sunjo's reign, a total of forty-two royal ceremonies—including investitures, coming-of-age ceremonies, royal weddings, bestowal of honorific titles, royal banquets, childbirth rituals, state funerals, and ancestral enshrinement rites—were performed, more than double the twenty ceremonies held during King Jeongjo's reign. This remarkable increase resulted largely from structural changes within the royal family, including the expansion of the direct royal lineage and the simultaneous presence of multiple senior royal members such as queen dowagers and royal birth mothers. Major ceremonies, particularly state funerals, royal weddings, and royal banquets, required substantial financial resources. Although expenditures for individual ceremonies were generally regulated according to established precedents and institutional norms, the rapid increase in the overall number of ceremonies significantly expanded the burden of extraordinary state expenditure.
These findings suggest that the fiscal difficulties of the Sunjo period cannot be explained solely by the emergence of Sedo (power-broker) politics or political deterioration. Rather, the increasing frequency of royal ceremonies, driven by structural changes within the royal household, constituted an important source of fiscal pressure. This study argues that a fuller understanding of nineteenth-century Joseon state finance requires attention not only to political developments and revenue structures but also to expenditure patterns associated with the operation of the royal household and the performance of royal ceremonies.
