    The SG Kofi Annan noted in 2005 that today states alone can not achieve development goals. We need to include dynamics of civil society and business. The business sector is an essential source and key partner in international development. Corporate Social Responsibility(CSR) by the business sector contributes to the society’s welfare in developing countries which includes people, region, and the community. As today’s corporations are working and living together in society, they should be responsible for the society beyond their own interests. However, the dilemma comes from their endogenous activities for the pursuit of profit. Such dilemma lies in conflict of interests between ‘justice for profit’ and ‘profit for justice’. Among many creative ways to overcome its dilemma, this reviewed CSRD(Corporate Social Responsibility in Development), BOP(The Fortune at Bottom of the Pyramid), and CSV(Creating Shared Value). The purpose of this paper is to seek a creative and innovative possibility of working together with society and business through win-win strategies applied to case studies. This paper is an exploratory research step, but it is expected to provide an opportunity to integrate two conflicting factors in many creative ways(e.g : innovative partnership, alternative infrastructure by technological innovation, system reform for capacity-building, income generation etc.) in development cooperation.
