지역형 복지 구축에 따른 사회복지관의 자주적 기능 강화 방안 = A Plan to Strengthen the Independent Functions of Social Welfare Centers to Promote Local Welfare

다국어 초록 (Multilingual Abstract)

Local welfare refers to social welfare tasks that reflect the traits of and are unique to a region. This study aimed to explore ways to strengthen the independent functions of social welfare centers as a means of promoting local welfare. To that end, this study first examined the appropriateness of recognizing local welfare and the roles that social welfare centers perform. Results showed that, since social welfare centers were public by nature, all of the centers in the country were standardized and failed to reflect local characteristics. However, the independent functions of social welfare centers were guaranteed, being the only legal entity that supports local welfare based on the Social Welfare Services Act. Therefore, this study proposes that, in order to strengthen the independent functions of social welfare centers, they should enhance subsidies due to their public nature, discretion based on their emergency measures, and creativity so as to demonstrate local characteristics. To achieve these objectives, current social welfare centers should be changed to local welfare-oriented public social welfare centers, be supported by local governments regarding budget and additional staffing, and serve as integrated case management centers.

국문 초록 (Abstract)

지역형 복지는 지역의 특성을 반영한 해당 지역만이 가지는 사회복지사무라고 할 수 있다. 이에 지역형 복지 구축의 한 형태로서 사회복지관의 자주적 기능을 강화하기 위한 방안을 모색하는데 연구의 목적이 있다. 본 연구는 우선 지역형 복지 구축의 당위성을 살펴보고 사회복지관이 수행하고 있는 기능을 진단하였다. 그 결과 사회복지관은 공공성을 지녔지만 전국의 사회복지관이 동형화 되어 지역적 특성을 살리지 못하고 있었다. 그러나 사회복지관은 사회복지사업법에 따라 지역복지 기능을 수행하는 유일한 법적 전달체계라는 점에서 자주적 기능이 보장되어 있다는 것을 발견할 수 있었다. 따라서 본 연구는 사회복지관의 자주적 기능을 강화하기 위해서는 공공성 강화라는 측면에서 보완성을 높이고, 긴급성 대응이라는 측면에서 재량성을 강화하며, 지역성 확보라는 측면에서 창의성을 갖출 것을 제시했다. 이를 위해 사회복지관이 지역형 공공사회복지관으로 전환, 지방자치단체의 예산지원과 추가인력 배치, 통합사례관리 센터로서 역할이 필요함을 제안했다.
