An Analysis of Factors Affecting the Performanceof the Lifelong Learning City ProjectByun, Jongim(Korean Educational Development Institute)Chae, Jaeeun(Kyungwon University)Kim, Sehwa(Korean Educational Development Institute)The Lifelong Learning City Project whose aim is to encourage regional innovation and development was initially launched by the Kwang- Myoung city and has been expanded to other local cities by the Ministry of Education & HRD. As of in 2006, there are 57 lifelong learning cities which are providing its citizens with various lifelong learning programs. Whereas it has been said that this project has contributed to the increase of citizens' learning abilities, expansion of opportunities for lifelong learning, and the funding for lifelong learning, there has been no systematic analysis on what kind of factors have affected the performances of each project. In this context, this article aims to analyze the factors that have affected the performances of 19 lifelong learning cities. For this purpose, the surveys and interviews of the staff working for lifelong learning institutions of the 19 cities and learners enrolled in these institutions were conducted. The results of surveys and interviews were analyzed using regression analyses and were also discussed in detail. In addition, the article suggested the policy implications for the Korean government in terms of performance management of lifelong learning cities.
