북한 중앙-지방관계 변화의 분석: 중앙와 군(郡)관계 변화를 중심으로

북한에서 군은 특별한 위치를 점유하고 있다. 단순한 행정적 단위가 아니라 사회주의 건설의 지역적 기초단위이다. 군의 균등한 발전을 통해 사회주의의 건설을 기초를 마련하겠다는 취지이다. 그래서 체제출범 초기부터 군에 대한 관심을 높였다. 군의 종합적 발전기지로서 자립체제를 구축하는 것은 군이 해야할 가장 기본적인 임무이다.
이러한 군은 1970년대를 넘어서면서 보다 자율적이 자립적 성격을 부여 받는다. 지방예산제 등을 통해 스스로 자립기반을 마련하고 지방의 재정 중 일부를 국가예산으로 전입을 요구할 정도로 군에 대한 경제적 자립을 요구하기 시작했다. 이러한 현상은 1980년대 중반이후 경제적 위기가 나타나면서 더욱 강조된다. 경제적 위기가 진행되면서 중앙에서 공급되던 기본적인 자재조차 지방 스스로 마련하도록 주문받는다. 이과정에서 군의 행정경제적인 분권화도 나타나고 있다.
그러나 중앙과 군과의 관계는 본질적인 특성은 변한 것이 없다. 단순히 경제적 위기를 극복하기 위한 수단으로 군에 대해 자율성을 부여하는 것이고 실질적으로는 당의 통해 철두철미한 통제방식을 취하고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyse North Korea' county(郡) function and its role. Through this is to understand the nature of the regime. When divide county's role into administrative function and economical function and is an economic crisis, examined how is changing. The North Korea county is having unique status. The North Korea established county by regional center unit to complete socialism. To go forward by socialism, all counties thought that should develop together. Policy that will make county equal made it standardization. North Korea county's role was formed as reconstruction is completed by socialism. County's role was decided according to nationalization of agricultural cooperative association and nationalized industry. County made factory to produce goods that need in people life. and Equiped agricultural cooperative association in all Ri(里). County's important duty is factory construction and collective farm administration. Derived so that county may become self-supporting economy system with this.
Recently, They attempt to economic change by self-regulation for small enterprises, promotion in local trade, introduction of incentive pay and local budget. The change transformed to market economy from planning system. It is to influence on North Korea system. The
