신자유주의 체제 하에서 도시정책과 도시화 = Urban policy and urbanism under neoliberalism

국문 초록 (Abstract)

본 논문은 신자유주의와 도시정책에 대한 광범위한 이론과 현상을 간략하게 설명한 것이다. 세계화와 신자유주의는 지역개발에 있어서 지역을 하나의 정책단위로 다루기 시작하였다는 긍정적 측면이 있지만, 사실 신자유주의적 도시개발 즉, 대규모 자본투입의 도시개발사업을 지역단위까지 가능하게끔 하는 어두운 면도 있다.
신자유주의적 도시개발에 대해 간략하게 설명을 붙인다면, 대규모 민간자본이 도시개발사업에 투자되고, 이렇게 개발된 지역에서 새로운 사업 혹은 자본을 유치시켜, 생산성을 극대화시켜 더 큰 이윤을 만들어 내는 신자유주의 메커니즘이 흐르는 도시개발을 말한다. 결국 도시는 시민의 삶보다 ‘기업하기 좋은 도시’의 이미지와 정책에 초점을 두어 운영되며, 자본의 논리에 따라 흘러가게 된다.
오늘날, 많은 지역에서 나타나고 있는 신자유주의 도시개발의 실패는 새로운 형태의 도시 거버넌스 구조를 출현하게 하였다. 지역정책을 수립하고 결정하는 과정에서 시민들의 민주적인 참여를 보장하고, 수평적인 도시 거버넌스 구조 내에서 협력과 민주적 의사결정과정을 통해 지역성을 담고있는 개발방식과 프로젝트를 시행할 수 있다는 것이다.
신자유주의 체제 하에서 도시 정책과 재개발 프로젝트들을 대할 때, 진보적 개혁의 가치를 포기한다면, 결국 도시 정책은 기업가적 사고로 지역을 보는 소수의 엘리트와 개발업체들에 의해 부르주아적 도시를 좋은 도시의 이미지로 각색하는 기업가적 사고를 전파하는 수단으로 전락하게 될 것이다.
