The main purpose of the study is to analyze the gap between demands and supplies of welfare in local governments. Twenty three local governments in Gyeongbuk were selected for measuring and comparing welfare gap. For this study, local governments were divided in three groups by population scale. The result of the study shows that all governments makes a gap between demands and supplies of welfare. Four governments in first and second group have a little much welfare supplies than the others. In spite of the gap, first and second group are much in need of supplies to meet the demands of residents. In conclusion, each government differs in welfare gap. Therefore, we suggest adjusting the size of demands and supplies of welfare.
