지속가능발전 관점에서 분석한 골프장 건설정책의 기대효과 = An Approach to Sustainable Development about the Effects of Golf Deregulation Policy

Deregulation policy of golf course construction is a very controversial issue in Korea. The consenting party focuses on economic values, but the opposing party focuses on environmental and social values. The concept of 'sustainable development' as a standard of integrative value is introduced in this study, and an analytical framework is presented based on this concept. The effects of golf course construction policy are analyzed according to concrete variables and indicators related to sustainable development indicators.
Analysis of the effects of golf course construction shows that positive effects are partly expected economically and negative effects emerge environmentally and socially. The policy of golf course construction should be processed through deep analysis in the multi dimensional opposing structure such as capital area vs. local area, urban vs. rural, capital vs. labor, and traditional vs. modern. Golf policy decisions must also acknowledge the natural and geographical conditions of Korea beyond the simple ideological opposing structure.
Deregulation policy of golf course construction should be examined as either a sustainable development strategy or as an economic development strategy that is able to develop land ecologically while being socially righteous.
