입법평가와 정책분석 방법의 융합적 접근 = Integral Approach to legislative Evaluation and Policy Analysis

다국어 초록 (Multilingual Abstract)

Excessive and self-interested legislation has caused an increasing number of social conflicts. It is expected that legislative evaluation can play a preventative role against such problems, if it is facilitated by a more sophisticated and systematic assessment method. This article aims to review previous studies on the methodology of legislative evaluation and policy analysis from a comparative perspective and to suggest alternatives for a more effective evaluation of legislation. This study selects three common research topics from both areas, namely environment, people’s lives, and labour (employment), particularly because these are difficult to objectively define in market values and require a well-structured quantitative and qualitative approach. This study demonstrates that credibility and quality of the current evaluation scheme for legislation has been largely questioned due to its discretionary application; that inspirations for a better legislative evaluation methodology can be found in that of policy analysis for the aforementioned topics.
