신빈곤을 통해 본 양극화시대의 빈곤문제

국문 초록 (Abstract)

외환위기 이후 우리사회가 신자유주의 경제체제로 전환되면서 우리의 삶은 급격한 변화를 맞게 되었다. 외환위기 이후 단행된 대규모 구조조정과 아웃소싱, 신자유주의적 개혁정책은 비정규직과 임시직, 일용직 등을 양산하였고, 그 결과 우리사회의 고용불안정과 계층간 소득격차는 심화되었다. 양극화 문제가 우리사회의 커다란 이슈로 떠오르기 시작한 것이다. 최근의 글로벌 금융위기는 양극화 문제를 더욱 심화시키고 있다. 금융위기로 인한 경제위기로 고용사정이 급격히 악화되고 서민들의 생활고가 심화되었으며 계층간 소득격차는 사상 최대로 벌어졌다. 그 결과 금융위기 이후 양극화시대의 대표적 사회문제이자 빈곤양상이라 할 수 있는 신빈곤층, 특히 근로빈곤층 같은 고용취약계층이 급격히 증가하고 있다. 그렇다면 이런 현상의 주요 원인과 특성은 무엇이며, 우리는 현재 이 문제에 어떻게 대처하고 있는가? 이 글은 우리사회 신빈곤의 원인과 성격, 대책을 논의한다. 먼저, 신빈곤 문제가 왜 양극화시대 빈곤문제의 주요 특질인지, 그리고 왜 이 문제에 시급히 대처해야 하는지를 개관해 보고자 한다. 다음으로 신빈곤의 구체적인 양상과 이에 대한 정부 대책을 살펴보고, 마지막으로, 신빈곤 해결의 제도적 기제로서 복지정치가 어떤 의미와 기능을 갖는지를 살펴보고자 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to analyze the causes, realities, and policies of the new poverty in Korean society. The global financial crisis of 2008 that is derived from the global imbalance shocked the country by increasing the unemployment rate, widening the income gap between the rich and poor, and deteriorating the lives of the poor. To that extent, there is been growing unrest with the exacerbating socioeconomic polarization, especially new poverty. This paper can be largely divided into three parts. The first part reviews the causes and natures of the new poverty as a crucial aspect of socioeconomic polarization. The second part examines the new poverty situations in Korean society to focus on its scales and conditions, and searches the implementation of the Lee Myung-bak government's policies relating to new poverty. The last part ends with a discussion of the implications of welfare politics as an efficacious means to alleviate the new poverty representing socioeconomic polarization.
