National Identity and Security Norms = A Case Study of Japan`s Postwar Security Policies

국문 초록 (Abstract)

일본의 외교안보정책은 전통적으로 평화주의에 입각한 비핵, 비무장으로 설명되어왔다. 본 연구에서는 이런 견해가 현재 일본의 점증적으로 증가하는 공격 적인 태도를 볼 때 설득력이 떨어진다고 보고, 대안적 설명을 제시한다. 논점을 요약하면, 기존의 평화적 안보 규범은 일본의 국가 정체성이란 더 큰 틀 속에 포함된 단지 하나의 면일 뿐이다. 이 정체성은 일본을 아시아국가와 세계 국가로 따로 규정하여 일본을 아시아의 군주가 됨으로써 서양 국가들과 동등한 대 접을 받을 것을 요구하고 있다. 일본의 공격적 성향은 단지 아시아 주변국에 한정되어 있으며 이는 국가 정체성으로 더불어 설명이 가능하다. 본 연구는 이 정체성이 세기 말에 형성되었으며 냉전을 거치면서도 살아남아 현재까지 영향 19을 미치는 것으로 해석한다.

다국어 초록 (Multilingual Abstract)

Japan`s security policies have long been understood to be restrained by its pacifist norms. The pacifism entails Japan`s enduring policy principle of relinquishing military resources as a policy means. This study problematizes such a lopsided normative view and argues that the pacifist norm represents only a half of Japan`s national identity. Japan has consolidated a unique national identity that could cultivate both imperialist and pacifist policies depending on its policy audiences. This study explores the historical development of the national identity and demonstrates that it survived Japan`s defeat in the Pacific War. The national identity defined in such a way better accounts for Japan`s current turn to be more aggressive in security affairs.
