This study attempts to review the intended effects of the development charge policy attached to urban redevelopment projects designed to make the real-estate market stable and then to explore the impact of the policy on housing prices. For those purposes, this study chooses apartment houses as research subject and explores the impact of the development charge regulation on the prices of apartment houses. As the independent variables, this study adopts total amount of loan, customer prices of domestic commodities, change rate of land price, amount of domestic construction project orders received, size permitted for construction, and gross national income. As the dependent variable, this study takes the price index of apartment houses from 1989-2008. As the main methodology for statistical analysis, this study adopts the time-series and regression analysis in order to compare the change of housing prices before and after implementation of the development charge regulation.
Stated specifically, the regression analysis is conducted in order to find out the impact of development charge on housing prices so that we are able to estimate the real effect of development charge regulation among the various independent variables on the dependent variable(housing prices).
In addition, the time-series analysis and correlation analysis are designed to explore the net effect of development charge regulation on the government regulation through comparing so-called the before and after effect of the regulation policy.
Through the statistical analysis, it is found that there are several independent variables positively explaining the independent variable at statistically significantly level; domestic commodities, amount of domestic construction project orders received, size permitted for construction, and gross national income. And the change rate of land price is observed to influence on the dependent variable negatively. Especially, several independent variables are very significantly influencing on the dependent variable; domestic commodities, amount of domestic construction project orders received, and gross national income(R-square>0.8).
The main concern of this study, the development charge regulation, in particular, is found to have significant influence on the dependent variable(price index of apartment houses) The T-value is less than 3.21(p<0.01) meaning the price of apartment houses has been increased since the regulation policy was implemented in 1990. During the regression analysis, the multicollinearity problem was detected, thus, we modified the initial model, so that we came up with a new combined variable; market capital index. And then we conducted another regression analysis with the modified combined independent variable. As the results, it is observed that the market capital index, change rate of land price and the size permitted for construction positively influence on the dependent variable (price index of housing). And also, the development charge regulation is found to have significant influence on the dependent variable(price index of apartment houses).
