    This research aimed at developing a LOD(Level of Detail) specification that can systematically describe user needs for what user require from 3D geo-spatial data. We first investigated the relationship between the LOD and 3D geo-spatial data, and then conducted a survey to identify user requirements for the LOD specification. Next, we developed the LOD specification which is divided into three categories(general information, object, and sub-object), and applied the specification to developing solar energy estimation model for inspecting effectiveness of the LOD specification. In summary, the LOD specification developed in this study will be useful as means of communication between producer and user because of clearing ambiguities in standard and law related to LOD model.
